     ALL WELD REPAIRS AND NEW WELDING ON FFG 7 SUPERSTRUCTURES.  THIS

     REVISION SUPERSEDES AND CANCELS REF A.

      

     2.  BACKGROUND:

          A.  HISTORICALLY, THE SUPERSTRUCTURE ON FFG 7 CLASS SHIPS HAS

     EXPERIENCED EXTENSIVE CRACKING.  THE CAUSE OF THE CRACKING HAS BEEN

     DETERMINED TO BE A COMBINATION OF HIGH DESIGN STRESS COUPLED WITH

     POOR QUALITY WELDING.  IN SEVERAL CASES CRACKS HAVE SPREAD ACROSS THE

     02 LEVEL WEATHERDECK.  THE MOST PREVALENT CRACKING OCCURS AT FRAME

     200.5 ON THE 02 LEVEL.

          B.  SHIPALT FFG 7-86K WAS FIRST INTRODUCED TO ALLEVIATE CRACKING

     PROBLEMS.  THIS SHIPALT WAS NOT COMPLETELY SUCCESSFUL.  THEREFORE,

     SHIPALT FFG 7-146K WAS DEVELOPED AND IMPLEMENTED.  SHIPALT 146K

     INCORPORATES MORE STRINGENT QUALITY ASSURANCE MEASURES AND WELDING

     PROCEDURES.

          C.  DUE TO CONCERN THAT THE HIGH STRESSES AND POOR QUALITY

     WELDING MAY PRODUCE CRACKING AT OTHER AREAS OF THE FFG 7 CLASS

     SUPERSTRUCTURE, POST SHIPALT 146K INSTALLATIONS SHIP CHECKS HAVE BEEN

     UNDERTAKEN BY NSWCCD-SSES AND LBNSY TO MONITOR THE EFFECTIVENESS OF

     THE ALTERATION.  TO ASSIST NSWCCD-SSES AND LBNSY AND ALLOW FOR SHIPS

     FORCE INSPECTION OF CRITICAL WELD AREAS, REF C WAS DEVELOPED.  THIS

     AER CALLS FOR THE PERMANENT REMOVAL OF PCMS AND NON-SKID FROM

     CRITICAL WELD AREAS IDENTIFIED DURING POST SHIPALT 146K INSTALLATION

     SHIP CHECKS.  REMOVAL OF THE SPECIFIED PCMS MATERIAL WILL NOT

     ADVERSELY AFFECT THE PERFORMANCE OF THE REMAINDER OF THE COATING.

          D.  GOOD WELD QUALITY IS MANDATORY IN THE PRESENCE OF THE HIGH

     DESIGN STRESS AREAS SUCH AS FOUND ON THE FFG 7 02 LEVEL.  ACHIEVING

     GOOD QUALITY WHEN WELDING ALUMINUM REQUIRES METICULOUS ADHERENCE TO

     CLEANLINESS REQUIREMENTS AND ALUMINUM WELDING PROCEDURES.  POOR

     ALUMINUM WELDING WILL CRACK.

      

     3.  ACTION:

          A.  IN RESPONSE TO REF B, ALL FFG 7 CLASS SUPERSTRUCTURE

     WELDING IN CRITICAL AREAS SHALL CONFORM TO REF D.  THIS INCLUDES ALL

     INTERIOR ATTACHED WELDMENTS TO THE DECK OR DECKHOUSE INCLUDING TEE

     BEAMS, PIPE HANGER WELDS, CABLE SUPPORT WELDS, AND ANY OTHER

     ATTACHMENTS TO THE INSIDE OR OUTSIDE OF THE SHIP STRUCTURE.  CRITICAL

     AREAS ARE DEFINED AS FOLLOWS:

               (1)  SHIP STRUCTURE EXPOSED TO THE WEATHER FROM THE MAIN

     DECK TO THE 02 LEVEL BETWEEN FRAMES 176 AND 204.

               (2)  SHIP STRUCTURE EXPOSED TO THE WEATHER FROM THE 02

     LEVEL EXTENDING 5 FEET BELOW THE 02 LEVEL AND LOCATED:

                    (A)  BETWEEN FRAMES 204 AND 212.

                    (B)  BETWEEN FRAMES 218 AND 222.

                    (C)  BETWEEN FRAMES 228 AND 230.

                    (B)  ANY DECK CRACK OVER A LONGITUDINAL STIFFINER.

                    (C)  ALL PREVIOUSLY REPAIRED CRACKS.

                    (D)  ANY CRACK OVER 6 INCHES IN LENGTH.

          B.  ALL OTHER FFG 7 CLASS SUPERSTRUCTURE WELDING SHALL BE IN

     ACCORDANCE WITH QUALITY ASSURANCE REQUIRMENTS OF REF E.

          C.  TACK WELDING ON CRITICAL WELD AREAS OF THE SUPERSTRUCTURE

     AND CORRESPONDING INTERIOR OVERHEADS AND BULKHEADS IS PROHIBITED.

     SUPERSTRUCTURE CRITICAL WELD AREAS ARE DEFINED IN PARA 3.A.

          D.  SHIPS FORCE SHALL REPORT TO ORIG AND NSWCCD-SSES (625) ANY

     CRACKS IN THE SUPERSTRUCTURE CRITICAL WELD AREA FOUND DURING NORMAL

     ROUTINE INSPECTION.

          E.  SHIPS FORCE SHALL ACCOMPLISH REF C AT THE EARLIEST WINDOW OF

     OPPORTUNITY.

     RMKS/1.  THE PURPOSE OF THIS MESSAGE IS TO INFORM ALCON ABOUT THE

     PROPER MATERIAL THAT IS TO BE USED FOR THE GUARDLINES AROUND CG-47

     CLASS AMMUNITION ELEVATOR HATCHES.

      

     2.  BACKGROUND:  REF A CITED THE USE OF KEVLAR FOR THE REPLACEMENT OF

     THE GUARDLINES ON THE CG-57 FWD AMMUNITION ELEVATOR.  REF B WAS A

     REQUEST FROM SIMA SAN DIEGO AS TO WHAT THE PROPER MATERIAL SHOULD BE

     FOR THE GUARDLINES ON THE CG-57.  SIMA SAN DIEGO WAS AWARE OF OTHER

     CG'S THAT HAVE EITHER SAFETY CHAINS OR POLYESTER ROPE AS THE MATERIAL

     USED FOR THE HATCH GUARDLINES AND WERE ASKING FOR CLARIFICATION ON

     THE PROPER MATERIAL.  REF C ASKED FOR CLARIFICATION ON THE USE OF

     SAFETY CHAINS AROUND OPEN HATCHES.  MR. ROWE, AS THE HULL OUTFITTING

     LCEM REP, STATED THAT IN THE CASE WHERE YOU WILL ONLY HAVE THE

     STANCHIONS UP IN A TEMPORARY SITUATION, YOU CAN AND SHOULD USE CHAIN

     WITH SNAP HOOKS (PREFERABLY WICHARD).  THE USE OF CHAINS IS

     ACCEPTABLE BECAUSE THESE ARE TEMPORARILY ERECTED STANCHIONS.  REF D

     WAS A CLARIFICATION OF TERMINOLOGY WRT GUARDLINES.  MR. WANEX DEFINED

     GUARDLINES AS A QUICK-ACTING REMOVABLE INSTALLATION AND THEY SHOULD

     BE A SINGLE COURSE OF MATERIAL.  REF E WAS A TELCON CONCERNING

     WHETHER INGALLS HAD DEVELOPED AN ECP OR SHIPALT TO REPLACE THE SAFETY

     CHAINS THAT ARE USED AROUND THE ELEVATOR HATCHES WITH POLYESTER ROPE.

     ECP 47-4069 (R3) (TOPSIDE BONDING AND GROUNDING), DATED 1 SEP 88, WAS

     DEVELOPED BY INGALLS TO REDUCE EMI AND BROAD BAND NOISE PROBLEMS ON

     CG59-73.  THIS ECP HAS VARIOUS CHANGES IN IT CONCERNING LIFELINES,

     LIFERAILS, AND IT DID REPLACE TOPSIDE CHAINS AND NYLON GUARDLINES

     WITH POLYESTER ROPE.  REF F STATED THE CORRECT MATERIAL FOR POLYESTER

     GUARDLINES IS 5/8 INCH DIAMETER, THREE STRAND POLYESTER ROPE PER

     MIL-R-30500.  THE SAFETY BULLETIN ALSO STATED THAT THE POLYESTER ROPE

     GUARDLINES SHOULD BE ATTACHED USING APPROVED WICHARD SNAPHOOKS.

      

     3.  ACTION:  WE RECOMMEND THAT CG-47 CLASS ELEVATOR HATCH

     GUARDLINES BE MADE FROM POLYESTER ROPE.  SOME SHIPS MAY STILL HAVE

     UNTIL THEY MUST BE REPLACED.  WHEN GUARDLINES ARE DETERMINED TO BE IN

     NEED OF REPLACEMENT, THEY ARE TO BE REPLACED WITH THE FOLLOWING

     MATERIAL:

          A.  A SINGLE COURSE OF POLYESTER ROPE, 5/8 INCH DIA, THREE

     STRAND, PER MIL-R-30500.

          B.  WICHARD SNAP HOOKS, NSN:  5340-01-282-5661.

      

     4.  THE CURRENT IN-SERVICE LIMIT REFERS TO QUOTE, LIFELINES, END

     QUOTE, AROUND FLIGHT AND HANGAR DECK OPENING HATCHES.  WE WILL

     ADDRESS THE NOMENCLATURE WITH NAVSEA AND REVISE TO GUARDLINES FOR THE

     NEXT REVISION OF NSTM 772.  THE MINIMUM HEIGHT OF THE GUARDLINE CAN

     BE NLT 36 INCHES AT THE LOW POINT OF THE CATENARY.

      

     5.  REF G WILL BE REVISED TO REFLECT THE CORRECT MATERIAL

     REQUIREMENTS FOR THE GUARDLINES.  WE HAVE ADDED REF G TO THE NAVSEA

     TECHNICAL MANUAL DEFICIENCY/EVALUATION PROGRAM.  NSWCCD-SSES FEEDBACK

     T15395 APPLIES.

      

     6.  EOSS DOES NOT APPLY TO AMMUNITION ELEVATORS.
