• National strategy requires a minimum of 12 carriers

  • CVN 77 will replace KITTY HAWK in 2008 (47years)
  • CVX 1 will replace ENTERPRISE in 2013 (52 years and fuel)
    

• Must reduce Life Cycle Costs (LCC) and procurement cost

• NIMITZ class is a 30+ year old design

  • Service Life Margin (weight/volume and electrical capacity) is minimal

• Flexibility is the key to meeting 21st Century requirements/threats

• Constrained fiscal environment
