To establish a solid reference point against which improvements could be measured, the team created a composite reference baseline embodying the technology levels represented in F-22 and F/A-18E/F vehicles. A composite is required to normalize differences in design requirements of the benchmarks. For example, the F-22 is designed for air superiority, while the F/A-18E/F is a multirole, carrier-based fighter. The technology reference baseline has been selected to meet these criteria and capitalize on work done in recent years in conjunction with the technology thrusts.
