SLIDE 11: Mission Needs Analysis: To determine where our mission capability is deficient, we must first develop measures based upon combat rescue’s essential characteristics. CSAR effectiveness is measured is in performance of its supporting tasks and its enabling functions – the goods and services; CSAR efficiency is measured in terms if the sub-tasks that support CSAR and the sub-functions that enable it. Each has a set of conditions (or mission environments) where it is expected to be performed, and a standard – minimum acceptable level of performance.
The mission area gathers measures data by way of exercises, operations, SORTS, deficiency reports, TIPs and modification proposals. Where the measure falls short of the standard, there is a deficiency. The deficiencies are documented in a biennial Mission Area Plan and for potential major programs, a mission needs statement.
