WHILE THE CDO WATCH WAS NOT IN PLACE DURING THE MALACCA TRANSIT, IT WAS CONSIDERED A PROXIMATE CAUSE BY THE MIB BECAUSE THE OOD’S WERE NOT ACCUSTOMED TO CALLING THE CO WHEN REQUIRED.
