CART I WILL TAKE ON GREATER IMPORTANCE AS AN EARLY INDICATOR OF WHAT TAILORING OPTIONS MAY BE POSSIBLE IN THE BASIC PHASE. BEGINNING WITH SHIPS WHOSE BASIC PHASE OCCURS IN Q3FY98, THE THE RESULTS OF THEIR CART I ASSESSMENT MAY BE USED BY THE SHIP /ISIC TO DETERMINE WHICH OF THE OPTIONS BEST MEETS THEIR PREDICTED TRAINING REQUIREMENTS. THE EXPANDED ROLE OF THE CART I WILL, AT A MINIMUM, INCLUDE THE DEGREE OF ANTICIPATED PERSONNEL TURNOVER DURING THE IDTC (ESPECIALLY KEY BILLETS) AND TRAINING TEAM INTEGRITY THROUGH THE NEXT DEPLOYMENT. TYPICALLY, A SHIP WOULD EXPECT A CREW TURNOVER OF ONE THIRD BETWEEN DEPLOYMENTS, BUT THE DEGREE OF STABILITY OF KEY INDIVIDUALS MAY BE MORE SIGNIFICANT. IN ADDITION TO CART I, THE MCA WILL PROVIDE A DATA POINT CONCERNING THE SHIPS ENGINEERING READINESS BASELINE AND ABILITY TO MAINTAIN FORWARD PROGRESS DURING THE IDTC. ALSO, THE NATURE/COMPLEXITY OF THE UPCOMING MAINTENANCE AVAILABILITY WOULD BE AN IMPORTANT CONSIDERATION. SHORTER, LESS COMPLICATED AVAILABILITIES WILL HAVE LESS IMPACT ON THE SHIPS EXISTING STATE OF TRAINING.
