CASUALTY MODE OPERATION BYPASSES SAFETY INTERLOCKS AND IS FOR EMERGENCY USE ONLY. THIS CLASS ADVISORY PROMULGATES ACN 1/A TO REF A AND ACN 1/B TO REF B. 2. BACKGROUND. THE SUBJ EQPT IS DESIGNED WITH AN EMERGENCY CAPABILITY FOR OPERATION IN THE EVENT OF ELECTRICAL CASUALTIES. THIS CAPABILITY IS INTENDED TO PERMIT PLATFORM MOVEMENT TO A SAFE POSITION, UNTIL THE CASUALTY HAS BEEN CORRECTED AND NORMAL OPERATION MAY RESUME. THESE PROCEDURES ARE TO BE EMPLOYED ONLY WHEN NECESSARY TO CONTINUE STRIKEDOWN/UP IN THE EVENT OF ELECTRIC POWER LOSS OR ELECTRIC CONTROL SYSTEM FAILURE. 3. ACTION. DDG 51 CLASS SHIPS SHALL USE THE PROCEDURES CONTAINED IN PARAS 4 THROUGH 7 FOR CASUALTY MODE OPERATION. RECORD THESE CHANGES AS ACN 1/A IN THE RECORD OF CHANGES PAGE OF REF A AND AS ACN 1/B IN THE RECORD OF CHANGES PAGE OF REF B. FOR REF A, THESE PROCEDURES CONSTITUTE NEW SUBCHAPTER 2-5, CASUALTY MODE, OF CHAPTER 2, OPERATION. FOR REF B, THESE PROCEDURES CONSTITUTE NEW SUBCHAPTER 4-4, CASUALTY MODE, OF CHAPTER 4, OPERATION. EXISTING SUBCHAPTER 4-4, STANDARD LOG FORM, BECOMES NEW SUBCHAPTER 4-5. ATTACH A COPY OF THIS ADVISORY TO EACH MANUAL. 4. SAFETY PRECAUTIONS. THESE SAFETY PRECAUTIONS APPLY TO THE PROCEDURES CONTAINED IN PARAS 5-7. FAILURE TO COMPLY WITH THE FOLLOWING WARNINGS COULD RESULT IN PERSONNEL INJURY OR DEATH. A. CASUALTY MODE OPERATION OF THE EQUIPMENT SHALL ONLY BE PERFORMED WHEN ALL MEANS TO CORRECT THE ELECTRICAL FAILURE HAVE BEEN EXHAUSTED AND THE COMMANDING OFFICER HAS AUTHORIZED CASUALTY MODE OPERATION. B. IN CASUALTY MODE THE EQUIPMENT IS OPERATED IN A MANUAL MODE THAT BYPASSES ALL THE SYSTEM ELECTRICAL INTERLOCKS. EXERCISE EXTREME CAUTION. COMMUNICATION MUST BE ESTABLISHED BETWEEN ALL LEVELS SERVED. C. DO NOT OPERATE THE EQUIPMENT WITH THE TRUNK DOORS OPEN. D. PERSONNEL SHALL NOT RIDE ON THE PLATFORM ASSEMBLY. E. DO NOT OPEN ANY TRUNK DOOR UNLESS IT IS CONFIRMED THAT THE PLATFORM IS STOPPED AT THAT LEVEL AND THE PENDANT CONTROL OPERATOR HAS NO FINGERS TOUCHING THE UP AND DOWN LEVERS. F. A HAZARD EXISTS WHEN THE 01 LEVEL HATCH IS OPEN. ENSURE THAT THE STANCHIONS AND SAFETY CHAINS ARE IN PLACE. THE EQUIPMENT PENDANT CONTROL OPERATOR AT THE 01 LEVEL SHALL BE SECURED WITH A LIFELINE. G. EQUIPMENT OPERATION IN CASUALTY MODE SHALL BE FROM THE 01 LEVEL ONLY WITH PENDANT CONTROL AND WITH THE HATCH OPEN. H. WHEN LOOKING INTO THE TRUNK THROUGH A DOOR SILL GAP, NEVER EXTEND ANY PORTION OF THE HEAD, BODY OR APPENDAGES, FLASHLIGHT OR OTHER ITEM THROUGH THE GAP INTO THE TRUNK. I. PRIOR TO INITIATING PLATFORM MOTION, THE PENDANT CONTROL OPERATOR SHALL REQUEST CONFIRMATION FROM THE PERSONNEL AT THE LOWER DECK LEVELS THAT THE TRUNK DOORS ARE CLOSED. DO NOT MOVE THE PLATFORM IF ANY TRUNK DOOR IS OPEN. 5. PREPARATION. A. EQPT REQUIRED. (1) SOUND POWERED TELEPHONES AT EACH LEVEL SERVICED. (2) FLASHLIGHT AT EACH LEVEL SERVICED. (3) SHIPPING BAND CUTTER (FOR STRIKEDOWN) OR BANDING TOOL (FOR STRIKEUP) AT SECOND PLATFORM LEVEL. (4) ELECTRIC PALLET TRUCK AT 01 LEVEL. (5) MANUAL PALLET TRUCK AT EACH LOWER LEVEL SERVICED. (6) PALLET TIEDOWNS IN PALLET STAGING AREA IF PALLETS ARE TO BE STAGED. (7) PRY BAR FOR REMOVING BOUND PLATFORM RESTRAINING BARS. (8) TOOLS FOR REMOVING DOOR SILLS (ONE HALF INCH DRIVE SOCKET SET OR COMBINATION BOX/OPEN END WRENCHES). (9) PENDANT CONTROL ASSEMBLY. B. PRIOR TO EQPT CASUALTY MODE OPERATION THE FOLLOWING STEPS SHALL BE TAKEN: (1) SECURE ELECTRIC POWER TO THE CONTROLLER BY TURNING OFF THE POWER DISCONNECT SWITCH ADJACENT TO THE CONTROLLER. TAG OUT THE SWITCH. (2) VERIFY AVAILABILITY OF LP AIR SUPPLY. CHECK PRESSURE GAGE AT THE MAIN DECK. DRAIN ANY WATER TRAPPED IN THE SYSTEM. (3) ESTABLISH TELEPHONE COMMUNICATIONS BTWN ALL LEVELS TO BE SERVED. (4) INSTALL SAFETY STANCHIONS AND CHAINS AROUND THE HATCHWAY. OPEN THE 01 LEVEL HATCH AND SECURE IT IN THE OPEN POSITION. (5) REMOVE DOOR SILLS AT LEVELS TO BE SERVED. DO NOT OPEN TRUNK DOOR TO REMOVE DOOR SILL UNTIL CONFIRMATION IS RECEIVED FROM THE PENDANT CONTROL OPERATOR THAT THE PLATFORM IS AT THIS LEVEL. FOR THIS OPERATION, THE PENDANT CONTROL OPERATOR CAN STOP THE PLATFORM SUFFICIENTLY CLOSE TO THIS LEVEL BY LOOKING INTO THE TRUNK FROM THE 01 LEVEL AND OBSERVING THE APPROX PLATFORM POSITION. (6) PLACE THE SYSTEM IN MANUAL BYPASS MODE BY ALIGNING THE UP AND DOWN SOLENOID OPERATED AIR VALVES. THE VALVES ARE LOCATED AT THE MAIN DECK STBD FWD CORNER OF THE EQPT TRUNK EXTERIOR. AT EACH VALVE: (A) REMOVE THE MANUAL LEVER LOCK PIN. (B) LIFT THE LEVER DETENT KNOB THEREBY LIFTING THE LEVER DETENT PIN OUT OF THE CAM DETENT. (C) ROTATE THE LEVER NINETY DEGREES TO A POSITION ALIGNED WITH THE VALVE CENTERLINE. (D) RELEASE THE LEVER KNOB ALLOWING THE DETENT PIN TO REST IN THE CAM DETENT. (E) INSERT THE MANUAL LEVER LOCK PIN. (7) INSTALL PENDANT CONTROL AT THE 01 LEVEL. (8) OPERATE THE EQPT THROUGH AT LEAST ONE COMPLETE CYCLE WITHOUT A LOAD IAW THE FOLLOWING OPERATING PROCEDURES. NOTE: IF THE PLATFORM IS LOADED AT THE TIME OF ELECTRIC POWER LOSS OR ELECTRIC CONTROL SYSTEM FAILURE, LOWER THE PLATFORM TO THE SECOND PLATFORM LEVEL BY SLIPPING THE HOIST BRAKE WITH THE HOIST BRAKE RELEASE LANYARD. THE LOAD SHOULD BE REMOVED AT THE SECOND PLATFORM LEVEL LEAVING THE PLATFORM EMPTY. 6. OPERATING PROCEDURES. A. THIS PROCEDURE DESCRIBES HOW TO OPERATE THE EQPT IN A CASUALTY MODE IN THE EVENT OF ELECTRIC POWER LOSS OR ELECTRIC CONTROL SYSTEM FAILURE IF THE STRIKEDOWN/UP OPERATION MUST CONTINUE. IN THE CASUALTY MODE THE EQPT IS OPERATED WITHOUT INTERLOCKS USING PENDANT CONTROL AND VISUAL OBSERVATION ONLY. B. THE EQPT PLATFORM CAN BE MOVED IN THE UP OR DOWN DIRECTION BY PRESSING THE APPROPRIATE UP OR DOWN LEVER ON THE PENDANT CONTROL. C. RAISING THE PLATFORM TO THE 01 LEVEL REQUIRES THE PENDANT CONTROL OPERATOR TO PRESS THE UP LEVER AND OBSERVE THE PLATFORM UNTIL IT APPROACHES THE 01 LEVEL AND THEN GRADUALLY RELEASE THE UP LEVER UNTIL THE PLATFORM IS ALIGNED WITH THE PALLET TRUCK RAMP. D. LOWERING THE PLATFORM REQUIRES THE PENDANT CONTROL OPERATOR TO PRESS THE DOWN LEVER AND COMMUNICATE TO PERSONNEL AT THE LOWER LEVEL TO BE SERVED THAT THE PLATFORM IS IN MOTION. THE PENDANT CONTROL OPERATOR WILL THEN GRADUALLY RELEASE THE DOWN LEVER AND BRING THE PLATFORM TO A STOP WHEN THE OBSERVER SAYS STOP. E. RAISING THE PLATFORM WHEN OPERATING BTWN THE SECOND PLATFORM LEVEL AND MAIN DECK LEVEL REQUIRES THE PENDANT CONTROL OPERATOR TO PRESS THE UP LEVER AND COMMUNICATE TO THE PERSONNEL AT THE LOWER DECKS THAT THE PLATFORM IS IN MOTION. THE PENDANT CONTROL OPERATOR WILL THEN GRADUALLY RELEASE THE UP LEVER AND BRING THE PLATFORM TO A STOP WHEN THE OBSERVER SAYS STOP. 7. SECURING PROCEDURES. A. IF THE MAIN DECK LEVEL DOOR SILL WAS PREVIOUSLY REMOVED, MOVE THE PLATFORM TO THE MAIN DECK LEVEL. IF NOT, GO TO STEP 7.B. (1) MOVING THE PLATFORM REQUIRES THE PENDANT CONTROL OPERATOR TO PRESS THE UP OR DOWN LEVER AS APPROPRIATE AND COMMUNICATE TO PERSONNEL AT THE LOWER LEVEL TO BE SERVED THAT THE PLATFORM IS IN MOTION. THE PENDANT CONTROL OPERATOR WILL THEN GRADUALLY RELEASE THE DEPRESSED LEVER AND BRING THE PLATFORM TO A STOP WHEN THE OPERATOR SAYS STOP. (2) WHEN THE PLATFORM RESTS AT THE MAIN DECK LEVEL, OPEN THE TRUNK DOOR, INSTALL THE DOOR SILL AND SECURE THE TRUNK DOOR. B. MOVE THE PLATFORM TO THE SECOND PLATFORM LEVEL. (1) MOVING THE PLATFORM REQUIRES THE PENDANT CONTROL OPERATOR TO PRESS THE DOWN LEVER AND COMMUNICATE TO THE PERSONNEL AT THE LOWER DECKS THAT THE PLATFORM IS IN MOTION. THE PENDANT CONTROL OPERATOR WILL THEN GRADUALLY RELEASE THE DEPRESSED LEVER AND BRING THE PLATFORM TO A STOP WHEN THE OBSERVER SAYS STOP. (2) WHEN THE PLATFORM RESTS AT THE SECOND PLATFORM LEVEL, OPEN THE TRUNK DOOR, INSTALL THE DOOR SILL AND SECURE THE TRUNK DOOR. C. LOWER THE PLATFORM FROM THE SECOND PLATFORM LEVEL UNTIL IT RESTS ON THE BUFFER SPRINGS. THIS POSITION CAN BE DETERMINED BY THE PENDANT CONTROL OPERATOR LOOKING INTO THE TRUNK FROM THE 01 LEVEL AND DETERMINING THAT THE PLATFORM HAS STOPPED MOVING. D. TAKE UP SLACK IN THE HOIST CHAIN. E. SECURE THE LP AIR SUPPLY AND BLEED OFF THE REMAINING AIR PRESSURE. THE SYSTEM AIR PRESSURE GAGE ON THE MAIN DECK LEVEL SHOULD READ ZERO PSI. F. REMOVE THE PENDANT CONTROL. G. CLOSE THE HATCH AND REMOVE THE STANCHIONS AND LIFE LINES. H. RESTORE UP AND DOWN SOLENOID OPERATED VALVES TO AUTOMATIC SETTING. DO THE REVERSE OF STEP 5.B(6). WARNING: STEP 7.H MUST BE ACCOMPLISHED AT CONCLUSION OF OPERATION TO ENSURE THAT WHEN ELECTRIC POWER IS RESTORED OR THE CONTROL SYSTEM CASUALTY IS REMEDIED THE SYSTEM INTERLOCKS WILL NOT BE BYPASSED. I. TAG THE EQPT OUT OF SERVICE. 8. FOR COMNAVSURFLANT/COMNAVSURFPAC - RECOMMEND DDG 51 CLASS SHIPS BE TASKED TO ADHERE TO PARA 3 THROUGH 7 GUIDANCE. 9. FOR SUPERVISORS - REQUEST ENSURE PARA 3 THROUGH 7 GUIDANCE IS PROVIDED TO CONTRACTORS FOR USE ON HULLS PRIOR TO DELIVERY. 10.
