THIS ADVISORY IS ISSUED TO ENSURE THAT ALL OPERATORS OF MK 26 GMLS (BASELINE 1) ARE AWARE THAT MANUAL LOAD OPERATIONS ARE NOT REQUIRED TO SUPPORT ROUTINE TACTICAL OR TRAINING OPERATIONS. THIS ADVISORY SUPERSEDES REF A AND IS APPLICABLE ONLY TO CG'S 47 - 51. 2. BACKGROUND. THE BASELINE 1 GMLS IS PROGRAMMED FOR OPTIMUM SAFETY DURING AUTOMATIC LOAD OF TACTICAL STANDARD MISSILES (SM). THE ANNUAL LOAD OPTION IS ALSO AVAILABLE DURING ALL SYSTEM MODES (I.E. TEST, TRAINING AND TACTICAL). HOWEVER, IT IS NOT INTENDED FOR USE DURING ROUTINE OPERATIONS. THE SYSTEM IS DESIGNED TO PERMIT MANUAL LOADING OF A TACTICAL SM IN THE TEST OR TRAINING MODE. UNLESS THE MISSILE SYSTEM SUPERVISOR IS CAREFUL IN THE USE OF MANUAL LOADING, A TACTICAL SM MAY BE LOADED UNINTENTIONALLY. THIS OCCURRED DURING A TRAINING EXERCISE IN WHICH THE MISSILE SYSTEM SUPERVISOR (MSS) WAS NOT FULLY AWARE OF LAUNCHER AND SYSTEM CONFIGURATION. A. WHILE IT IS POSSIBLE TO MANUALLY LOAD A TACTICAL SM IN THE TEST AND TRAINING MODES, AEGIS WEAPON SYSTEM (AWS) DESIGN WILL PREVENT AUTOMATIC LAUNCHING OF THE MISSILE. THE PRESENCE OF ENGAGEMENT ORDERS IN THE WEAPONS CONTROL SYSTEM (WCS) WILL INHIBIT MANUAL LOADING OF A LAUNCHER UNLESS THAT LAUNCHER IS FIRST REMOVED FROM PARTICIPATION IN COMPUTER CONTROLLED ENGAGEMENTS. THE MSS MAY DO THIS BY USING A SIDE NOT AVAILABLE AND B SIDE NOT AVAILABLE VARIABLE ACTION BUTTON ENTRIES. B. SEVERAL ADDITIONAL INTERLOCKS BETWEEN THE MK 26 LAUNCHER AND AWS MODES ARE ALSO ASSOCIATED WITH THE BASELINE 1 PROGRAM. THESE INTERLOCKS PREVENT AN AUTOMATIC LOAD ACTION OR ISSUANCE OF A LAUNCHER ASSIGNMENT ORDER FOR AN INCORRECT MISSILE/MODE CONFIGURATION. ALTHOUGH SUFFICIENT FOR SAFETY, THESE INTERLOCKS ARE MINIMAL AND APPLY TO AUTOMATIC LOADING ONLY. FOR CLARIFICATION, A SUMMARY OF INTERLOCKS WHICH ARE INCLUDED IN THE PROGRAM PERFORMANCE SPECIFICATION FOLLOWS: (1) IF THE AWS MODE IS TEST OR TRAINING, USE OF THE LAUNCHER TACTICAL MODE IS PREVENTED. (2) IF THE AWS MODE IS TACTICAL OR TRAINING (SIMULATION)USE OF GMLS TRAINING SURFACE-TO-AIR MISSILES (TSAM) OR GUIDED MISSILE TRAINING ROUNDS (GMTR) MODE IS PREVENTED. (3) IF THE AWS MODE IS TACTICAL, USE OF THE LAUNCHER SIMULATOR (MK 72) MODE IS PREVENTED. 3. ACTION. TO AVOID INADVERTANT MANUAL LOAD ACTIONS, CG 47 - 51 SHOULD MAKE THE FOLLOWING PEN AND INK CHANGES TO REFS B AND C: A. REF B, SECTION I (PREFIRE), ADD THE FOLLOWING PRIOR TO PARA A: QUOTE - NOTE: MANUAL LOADING OF STANDARD MISSILE(S) IS NOT REQUIRED TO SUPPORT TACTICAL OPERATIONS. -UNQUOTE. B. REF C, SECTION II (WEAPONS SUPPORT ), ADD THE FOLLOWING AFTER PARA D.1: QUOTE - NOTE: MANUAL LOADING OF SUMULATED STANDARD MISSILE(S) IS NOT REQUIRED TO SUPPORT AWS TRAINING. -UNQUOTE. 4. FOR COMNAVSURFLANT/COMNAVSURFPAC - RECOMMEND CG 47 - 51 BE TASKED TO ADHERE TO THE PROVISIONS OF PARA 3. 5. THIS ADVISORY HAS NO IMPACT ON CMMP, PMS OR TECHNICAL MANUALS. THE CONTENT OF THIS ADVISORY HAS ALREADY BEEN INCLUDED IN THE BASELINE 1 COMPUTER PROGRAM DEFINITION DOCUMENT AS PROGRAM ENGINEERING NOTE NO. 2. REVISIONS TO REFS B AND C ARE BEING DEVELOPED AND CG'S 47 - 51 WILL RECEIVE THE NEW PROCEDURES AS ROUTINE CSOSS UPGRADES INCIDENT TO REGULARLY SCHEDULED INDUSTRIAL AVAILABILITIES.
