Basis of Issue Plan - BOIP
A. DESCRIPTION: THE ANTITANK MISSILE SYSTEM (TRACKED): LOSAT
WILL BE A VEHICULAR-MOUNTED, LONG-RANGE, DIRECT FIRE ANTITANK
SYSTEM.
B. CAPABILITIES: THE LOSAT WILL PROVIDE OVERWATCH AND ASSAULT
SUPPORT TO THE MANEUVER ELEMENTS.
C. EMPLOYMENT: THE LOSAT WILL BE EMPLOYED AS A DEDICATED,
VEHICULAR-MOUNTED, LONG-RANGE, DIRECT FIRE ANTITANK SYSTEM
IN THE ANTIARMOR COMPANY OF THE MECHANIZED INFANTRY
BATTALIONS.
D. BASIS OF ISSUE: THE LOSAT WILL REPLACE ON A ONE-FOR-ONE
BASIS THE CURRENT ANTITANK SYSTEM (M901 ITV) (LIN E56896) IN THE
ANTIARMOR COMPANIES OF MECHANIZED INFANTRY BATTALIONS.
E. POWER REQUIREMENTS: THE LOSAT WILL BE EQUIPPED WITH AN
AUXILIARY POWER SOURCE (APS) CAPABLE OF PROVIDING ALL NECESSARY
POWER TO ALL THE VEHICLE SUBSYSTEMS. THE APS WILL BE UNDER ARMOR
AND WILL USE THE SAME FUEL TANK/SOURCE AS THE PARENT UNIT.
F. TRANSPORTATION REQUIREMENTS: LOSAT WILL CAUSE AN INCREASE OF
FOUR TACTICAL CARGO TRUCKS AND FIVE TRAILERS TO TRANSPORT THE
INCREASE IN BASIC LOAD AMMUNITION REQUIREMENTS.
G. PERSONNEL/MAINTENANCE IMPACTS:
(1) MOS AND CREW SIZE: 3 - MOS 11(X).
(2) FIELDING OF LOSAT WILL REQUIRE PERSONNEL OCCUPYING
POSITIONS IN THE CREW TO TRAIN ON THE SYSTEM.
(3) THERE WILL BE ADDITIONAL MANPOWER REQUIREMENTS FOR SYSTEM
OPERATION AND MAINTENANCE BUT SINCE THERE WILL BE A "TRADE-OFF" OF
THESE SPACES THERE WILL NOT BE AN INCREASE IN THE TOTAL FORCE
STRUCTURE.

H. SPECIAL NOTES:
(1) APPROPRIATE FOR INCLUSION IN AR 71-13.
(2) THE M901 ITV (LIN E56896) WILL NOT BE REPLACED IN THE
SCOUT PLATOONS OR THE RIFLE COMPANIES OF M113 MECHANIZED
INFANTRY BATTALIONS AND SCOUT PLATOONS OF ARMORED BATTALIONS
AND CAVALRY SQUADRONS. THESE ITVS WILL BE REPLACED BY BFVS AND
CFVS.
(3) THE TOW LAUNCHER (LIN L45740) WILL NOT BE REPLACED IN
ITVS OF ANTIARMOR COMPANIES OF MECHANIZED INFANTRY BATTALIONS.
THESE LAUNCHERS WILL BE DELETED FROM THE ANTIARMOR COMPANY SRCS
IN THE BOIP.
(4) LOSAT WILL REQUIRE A THREE-MAN CREW; THIS WILL CAUSE
TWELVE E3 MOS 11H1O TO BE DELETED FROM THE ANTIARMOR COMPANY SRCS
IN THE BOIP. THERE WILL BE A "TRADE-OFF" OF THESE TWELVE SPACES
BY INCREASING PERSONNEL REQUIREMENTS IN THE HEADQUARTERS COMPANY
SRC OF MECHANIZED INFANTRY BATTALIONS BY TWELVE. EIGHT OF THESE
PERSONNEL WILL BE MOS 88M ADDED TO THE TRANSPORTATION SECTION (TO
OPERATE THE ADDITION OF FOUR TACTICAL CARGO TRUCKS (ONE LIN T39564
AND FOUR LIN T39586) NEEDED TO TRANSPORT THE
INCREASED BASIC LOAD OF MISSILES. THREE MOS 63T AND
ONE MOS 63S (FOR INCREASED MAINTENANCE SUPPORT) WILL BE ADDED TO
THE ANTIARMOR COMPANY MAINTENANCE TEAM AND MAINT/SERVICE SECTION
PARAGRAPH.
(5) THE M4 CARBINE (LIN Z13153) (BOIP 85-0049), BAYONET
(LIN B49004) (BOIP 85-0634), AND ADVANCED COMBAT RIFLE (LIN Z97621)
(BOIP 88-0012 TO REPLACE M16A2 RIFLES ONLY) ARE PROGRAMMED TO
BE FIELDED PRIOR TO THE LOSAT BOIP INCREMENTAL CHANGE
PACKAGE (ICP) BEING APPLIED TO SRCS; THEREFORE, THESE LIN NUMBERS
ARE SHOWN AS BEING REPLACED IN THE LOSAT BOIP EVEN THOUGH THEY DO
APPEAR IN THE TOE COLUMN OF THE LOSAT BOIP. FAILURE TO DO THIS WILL
RESULT IN THE M4 CARBINE, BAYONET, AND ADVANCED COMBAT
RIFLE NOT GETTING REPLACED BY THE LOSAT BOIP; THEREFORE, THEY
WILL REMAIN IN THE SRC.
(6) THIS IS NECESSARY IN ORDER TO DOCUMENT THE LIVING TOE
DOCUMENTATION SYSTEM, SPECIFICALLY THE INCREMENTAL CHANGE PACKAGE
(ICP) PROCESS. THE BOIPS FOR THE M4 CARBINE, BAYONET AND
ADVANCED COMBAT RIFLE MUST BE SEQUENCED BEFORE THE BOIP FOR
THE LOSAT IN (ICP) TO MAKE THIS PROCESS WORK.
(7) THE THREE-MAN LOSAT CREW WILL BE EQUIPPED WITH A M4
CARBINE, M4 CARBINE WITH M203 40MM GRENADE LAUNCHER, AND A SAW.
(8) BASED ON PRESENT QQPRI AMMH, FIELDING OF LOSAT WILL NOT
CAUSE AN INCREASE IN THE NUMBER OF MOS 27E REPAIRERS. MOS 27E
TRAINING WILL BE ADJUSTED TO INCLUDE MAINTENANCE OF LOSAT. SINCE
MOS 27E REPAIRERS ARE ALREADY IN PLACE, NO ORGANIZATIONAL
ADJUSTMENTS ARE PROPOSED AT THIS TIME. TEST EQUIPMENT USED TO
SUPPORT LOSAT WILL INCLUDE IFTE BASE SHOP TEST FACILITY (BSTF)
OPERATED BY MOS 27Y IFTE OPERATOR/MAINTAINER AND IFTE CONTACT TEST
SET (CTS) OPERATED BY MOS 27E.
