Basis of Issue Plan - BOIP

A. DESCRIPTION: THE SHORTSTOP ELECTRONIC PROTECTION SYSTEM (SEPS), AN/VLQ-11, (VEHICULAR VERSION) IS A LIGHTWEIGHT COUNTERMEASURE SET CONSISTING OF A RECEIVER-TRANSMITTER, AN ANTENNA ASSEMBLY, A VEHICLE MOUNT, AND A HIGH POWER RF AMPLIFIER. IT WEIGHS 50 POUNDS AND HAS A VOLUME OF 1.5 CUBIC FEET AND 3 CUBIC FEET FOR THE ANTENNA ASSEMBLY. ONCE PLACED IN OPERATION IT WILL BE AUTONOMOUS AND WILL NOT REQUIRE ANY FURTHER ACTION FROM THE OPERATOR. SEPS WILL REMAIN PASSIVE UNTIL ACTIVATED BY THE SIGNALS FROM THREAT FUZES. B. CAPABILITIES: THE AN/VLQ-11 WILL PROVIDE INCREASED SURVIVABILITY AGAINST PROXIMITY FUZED INDIRECT FIRED MUNITIONS (ARTILLERY AND MORTAR). IT EMPLOYS A PASSIVE DETECTION COUNTERMEASURE CAPABILITY THAT IS ACTIVATED BY THE THREAT. THE SYSTEM IS VIRTUALLY UNDETECTABLE BECAUSE OF THE PASSIVE DETECTION SCHEME AND THE ABILITY TO RESPOND TO THREATS. SEPS CAN BE USED INDIVIDUALLY OR IN GROUPS TO PROVIDE WIDE AREA COVERAGE WITHOUT MUTUAL INTERFERENCE. C. EMPLOYMENT: THE AN/VLQ-11 WILL BE USED BY LIGHT AND MECHANIZED FORCES TO PROTECT TROOPS AND HIGH VALUE ASSETS FROM PREDOMINANT INDIRECT FIRE (ARTILLERY AND MORTAR) THREAT. D. POWER REQUIREMENTS: THE AN/VLQ-11 WILL USE THE POWER FROM THE VEHICLE 28 VDC POWER SOURCE POWERED THRROUGH THE ELECTRONIC CONTROL ASSEMBLY MOUNTING TRAY CONTAINING A HIGH POWER RF AMPLIFIER. DRAW WILL BE APPROXIMATELY 11 AMPERES. F. TRANSPORTATION REQUIREMENTS: HOST VEHICLE G. PERSONNEL/MAINTENANCE IMPACTS: (1) OPERATOR: GENERAL PURPOSE USER (2) UNIT LEVEL: SEPS UTILIZES 'GO/NO GO' TO VERIFY SYSTEM OPERATION (3) DS/GS: SUPPORT WILL BE PROVIDED BY THE CONTRACTOR H.
