Basis of Issue Plan - BOIP
A. DESCRIPTION: THE SHORTSTOP ELECTRONIC PROTECTION SYSTEM
(SEPS), AN/GLQ-16, (STAND-ALONE) IS A LIGHTWEIGHT
COUNTERMEASURE SET CONSISTING OF RECEIVER-TRANSMITTER, AN ANTENNA
ASSEMBLY, AND A HIGH POWER RF AMPLIFIER. THE STAND-ALONE VERSION
LESS POWER SOURCE WEIGHS APPROXIMATELY 40 POUNDS AND HAS A VOLUME
OF 1.5 CUBIC FEET. THE ANTENNA IS A CONICAL SPIRAL ELEMENT
APPROXIMATELY 3 FEET HIGH AT THE BASE AND MOUNTS TO A 6 FOOT HIGH
MAST HELD IN PLACE WITH GUY ROPES. THE ANTENNA ASSEMBLY IS
APPROXIMATELY 15 LBS WITH A VOLUME OF ABOUT 3 CUBIC FEET. WHEN
PLACED IN OPERATION IT WILL BE AUTONOMOUS AND NOT REQUIRE ANY
FURTHER ACTIONS FROM THE OPERATOR. SEPS REMAINS PASSIVE UNTIL
ACTIVATED BY THE THREAT.
B. CAPABILITIES: THE AN/GLQ-16 PROVIDES INCREASED SURVIVABILITY
AGAINST PROXIMITY FUZED INDIRECT MUNITIONS (ARTILLERY AND MORTAR).
SEPS EMPLOYS A PASSIVE DETECTION COUNTERMEASURE CAPABILITY THAT IS
ACTIVATED BY THE THREAT. IT CAN BE USED INDIVIDUALLY OR IN GROUPS
TO PROVIDE WIDE AREA COVERAGE WITHOUT MUTUAL INTERFERENCE. ONCE
SEPS IS ACTIVATED BY THE THREAT IT WILL TRANSMIT UNTIL THE THREAT
SIGNAL IS NO LONGER PRESENT THEN RETURN AUTOMATICALLY TO A PASSIVE
RECEIVE ONLY STATE.
C. EMPLOYMENT: THE AN/GLQ-16 WILL BE USED BY MECHANIZED AND LIGHT
FORCES TO PROTECT TROOPS AND HIGH VALUE ASSETS FROM PREDOMINANT
INDIRECT FIRE (ARTILLERY AND MORTAR) THREAT.

E. POWER REQUIREMENTS: THE AN/GLQ-16 STAND-ALONE VERSION
IS POWERED THROUGH A HIGH POWER RF AMPLIFIER IN THE ELECTRONIC
CONTROL ASSEMBLY MOUNTING BASE AND REQUIRES A 28 VDC, 120 VAC
OR 220 VAC POWER SOURCE WITH CAPABILITY TO PROVIDE
40 AMPERE OF CURRENT. A 3KW DIESEL GENERATOR THAT IS
ASIOE 1:1 CONSIDERED, LIN Z31872 MAY BE USED IF OTHER
POWER SOURCES ARE NOT AVAILABLE. NOTE: SYSTEM MAY DRAW 35AMPS
FOR UP TO 100TH OF A MILLISECOND. RUNNING AMPS: 2.000,
START-UP AMPS: 2.000, RUNNING KW: .220, START-UP KW: .220
F. TRANSPORTATION REQUIREMENTS: REQUIREMENT TO TRUCK OR TRAILER
SEPS AND ASIOE GENERATOR.
G. PERSONNEL/MAINTENANCE IMPACTS.
(1) OPERATOR: GENERAL PURPOSE USER
(2) UNIT LEVEL: SEPS UTLIZES 'GO/NO GO' TO VERIFY SYSTEM
OPERATION.
