Basis of Issue Plan - BOIP
A. DESCRIPTION: THE REMOTE SENSING CHEMICAL AGENT ALARM IS AN
AUTOMATIC SCANNING, PASSIVE INFRARED SENSOR WHICH DETECTS NERVE AND
BLISTER AGENT VAPOR CLOUDS BASED ON CHANGES IN INFRARED SPECTRA FROM
REMOTE OBJECTS CAUSED BY THE PRESENCE OF AGENT VAPOR. THE XM21 ALARM
SYSTEM CONSISTS OF A DETECTOR (50 LB/2.4 CU FT), TRIPOD (13 LB/1 CU
FT FULLY COLLAPSED), AND THE TRANSIT CASE (45 LB/11.3 CU FT) AND USES
STANDARD MILITARY POWER SOURCES OR VEHICLE POWER THAT IS CAPABLE OF
PROVIDING 21-30 VDC. THE DETECTOR SCANS HORIZONTALLY 60 DEGREES AND
CAN SEE AGENT CLOUDS AT LINE OF SIGHT DISTANCES OUT TO 5 KM.
THE SYSTEM INCLUDES THE FOLLOWING MAJOR COMPONENT ITEM: A33120,
ALARM UNIT, CHEMICAL AGENT AUTOMATIC ALARM ON A RATION OF 1 PER XM21.
B. CAPABILITIES: THE PRIMARY PURPOSE OF THE ALARM IS TO DETECT
OPERATIONALLY SIGNIFICANT LEVELS OF NERVE AND BLISTER AGENT VAPORS AT
LINE OF SIGHT DISTANCES OUT TO 5 KM. THE XM21 ALARM WILL BE MOUNTED
ON THE TRIPOD OR INTEGRATED IN THE RECONNAISSANCE SYSTEM NBC, XM93E1
FOX. THE XM21 WILL BE EMPLOYED FOR POINT AND AREA SURVEILLANCE IN
BOTH THE VEHICLE AND TRIPOD MOUNTED MODES.
C. EMPLOYMENT: THE ALARM WILL BE ISSUED TO AND EMPLOYED BY NBC
RECONNAISSANCE TEAMS TO PERFORM SURVEILLANCE AND TO ENHANCE NBC
RECONNAISSANCE.
D. BASIS OF ISSUE:
1 PER NBC RECON TEAM IN HVY DIV, MTZ DIV, ACR, SEP INF BDE & HVY SEP
BDE.
E. POWER REQUIREMENTS; VEHICLE AND STANDARD AC/DC MOBILE ELECTRIC
POWER SUPPLIES.
F. TRANSPORTATION REQUIREMENTS: MOUNTED ON AN NBC RECON VEHICLE
OR TRANSPORTED BY OTHER ORGANIC VEHICLE.

SPECIAL NOTE:
(1) THIS BOING IS APPROPRIATE FOR PUBLICATION IN AR 71-13.
(2) A SPECIAL TOOL FOR REMOVAL OF THE XM21 ALARM'S CRYOGENIC
COOLER AT DS LEVEL WILL BE PROVIDED WITH THE SYSTEM. NO CALIBRATION
OF HARDWARE WILL BE REQUIRED.
