Basis of Issue Plan - BOIP
A. DESCRIPTION: THE CARRIER FULL TRACKED COMMAND AND CONTROL
(C2V)/XM4 IS A MODIFIED M993 CARRIER, BRADLEY CHASSIS
(MLRS/M2/M3COMMON) WITH ENCLOSURE AND WITH MISSION MODULE SYSTEM
(MMS) AND VEHICULAR INTRA/INTER COMMUNICATION SYSTEM (VIICS). THIS
CONSISTS OF RACKS, CABLES, SEATS, CONTROL/INTERFACE PANELS AND WORK
SURFACES DESIGNED TO ACCEPT C4 EQUIPMENT REQUIRED TO PERFORM COMMAND
AND CONTROL ON THE BATTLEFIELD WELL INTO THE 21ST CENTURY. THE
ENCLOSURE MOUNTED ON THE CARRIER WILL PROVIDE NBC AND BALLISTIC
PROTECTION ON THE BATTLEFIELD. C2V IS MISSION CRITICAL AND THEREFORE
WILL BE NBC SURVIVABLE WITH NBC FILTRATION AND OVERPRESSURE SYSTEMS
WITH A BIO-CHEM UNIT FOR FILTERED AIR. IT WILL HAVE A 10 METER
ANTENNA MAST AND SATCOM UHF ANTENNA SUBSYSTEM FOR RADIO
COMMUNICATION. WEIGHT WILL BE APPROX 33 TONS WITH OVERALL LENGTH OF
295 INCHES,HEIGHT OF 108 INCHES AND A WIDTH OF 117 INCHES
WITH TOTAL CUBIC FEET OF 2,157.2 .
B. CAPABILITIES: THE C2V PROVIDES INCREASED MOBILITY,
SURVIVABILITY AND ENHANCED WORKSPACE FOR THE NECESSARY COMMUNICATIONS
EQUIPMENT AND COMPUTER DEVICES IN SUPPORT OF THE BATTLE COMMAND
MISSION. THE C2V WILL HAVE CROSS-COUNTRY CAPABILITY COMPARABLE TO
THE BRADLEY FIGHTING VEHICLE AND THE M1 TANK. C2V WILL PROVIDE THE
ABILITY TO SUPPORT COMMAND AND CONTROL FUNCTIONS DURING MOBILE
OPERATIONS WITH PERFORMANCE OBJECTIVES AND GROWTH POTENTIAL FOR FULL
ON THE MOVE OPERATIONAL CAPABILITY. THE SYSTEM WILL ALSO BE EQUIPPED
WITH AN ENVIRONMENTAL CONTROL UNIT (ECU) FOR COOLING AND HEATING
WITHIN THE CREW COMPARTMENT.FOR SELF PROTECTION IT WILL HAVE
MOUNTED A 7.62 MG.
C. EMPLOYMENT: THE C2V IS UTILIZED AS A BATTALION THROUGH
CORPS COMMAND POST ASSET. VEHICLE WILL BE USED FOR BATTLE COMMAND OF
HEAVY FORCES.
D. BASIS OF ISSUE: THE C2V REPLACES THE M1068 ONE FOR ONE
FOR HEAVY MANEUVER FIGHTING FORCES COMMAND AND CONTROL EXCEPT
IN AIR DEFENSE ARTILLERY, MILITERY INTELLIGENCE, ENGINEER,
AND FIELD ARTILLERY CANNON FIRING BATTERIES.
E. POWER REQUIREMENTS: POWER PROVIDED BY ON-BOARD
PRIMARY POWER UNIT (PPU) (110/220V AC 3 PHASE 50/60 HZ 43KWAC AND 28V
DC). BACK UP POWER IS DERIVED FROM THE ENGINE DRIVEN ALTERNATOR. THE
MISSION MODULE EQUIPMENT CAN ALSO BE POWERED BY COMMERICAL AND
EXTERNALLY GENERATED POWER SOURCES.
F. TRANSPORTATION REQUIREMENTS: THE C2V CAN BE TRANSPORTED
BY FLATBED TRUCK AND RAILWAY FLATCAR AND WILL NOT EXCEED U.S. AND
ALLIED COUNTRIES' HIGHWAY AND RAILWAY LEGAL WEIGHT LIMITATIONS.
IT CAN BE STRATEGICALLY TRANSPORTABLE BY THE C-17 AND C-5 AND
EXISTING SEALIFT CAPABILITY WITHOUT DISASSEMBLY OR REMOVING
MAJOR VEHICLE COMPONENTS. IT IS CAPABLE OF A ROLL-ON/ROLL-OFF
WITHIN 15 MINUTES OF ARRIVAL BY AIR OR SEA.

(1) OPERATOR: GENERAL PURPOSE USER (GPU), SYSTEM REQUIRES
TWO DIRECT OPERATORS.
