Basis of Issue Plan - BOIP
A. DESCRIPTION: THE CAVALRY FIGHTING VEHICLE (CFV), M3A2 IS A
CONTINUATION OF THE PRODUCT IMPROVEMENT PROGRAM (PIP), FOR THE M3
FAMILY OF VEHICLES. IT IS A FULL-TRACKED, LIGHTLY ARMORED PERSONNEL
CARRIER AND WEAPONS PLATFORM. FOR ADDED PERSONNEL SAFETY AND GREATER
VEHICLE SURVIVABILITY, THE M3A2 HAS PROVISIONS FOR REACTIVE ARMOR
TILES ON THE EXTERIOR, AND SPALL LINERS ON THE INTERIOR. ITS PRIMARY
WEAPON IS THE 25MM, M242 MACHINE GUN. OTHER WEAPONS INCLUDE A 7.62
MM MACHINE GUN COAXIALLY MOUNTED, A 2 TUBE TOW ANTI-TANK MISSILE
LAUNCHER, AND TWO SMOKE GRENADE LAUNCHERS, (4 TUBES EACH).
B. CAPABILITIES: THE M3A2 IS FAR SUPERIOR TO ITS PREDECESSORS, THE
M3A1, IT HAS A SWIM CAPABILITY, AND CAN OPERATE OVER A WIDE
VARIETY OF TERRAIN AT A MAXIMUM SPEED OF 41 MPH, ALLOWING THE
VEHICLE TO MANEUVER WITH THE M1 TANK, AND GIVING THE SCOUT PLT
LEADERS THE OPTION OF FIGHTING MOUNTED OR DISMOUNTED, AS THE BATTLE
DICTATES. THE 25MM GUN FIRES AP, HE, AND TP AMMUNITION. THE VEHICLE
IS EQUIPPED WITH THE IMPROVED TOW SYSTEM.
C. EMPLOYMENT: IT WILL BE USED TO PERFORM RECONNAISSANCE AND PROVIDE
SECURITY TO THE FIELD. IT WILL PROVIDE THE SCOUT ELEMENTS OF THE
ARMORED CAVALRY PLATOON AND SCOUT PLATOONS THE MEANS TO OBSERVE AND
REPORT INFORMATION CONCERNING THE ENEMY AND TERRAIN DURING ALL
WEATHER AND VISIBILITY CONDITIONS, IN ANY CLIMATIC ZONE, WHILE
AVOIDING DETECTION AND SUSTAINED ENEMY CONTACT.
D. BASIS OF ISSUE:
(1) ONE FOR ONE REPLACEMENT FOR M3A1 (LIN F60462) IN HEAVY
DIVISION CAV SQDN AND ACS, ACR SCOUT PLATOON.
(2) ONE FOR ONE REPLACEMENT FOR M3A1 IN ACR, HHT COMMAND SEC,
HHT ACS, ACR, SQDN HQ, AND HHT, DIV CAV SQDN HQ.
(3) M3A2'S WILL REPLACE M113/ITV/M3/M3A1'S IN SCOUT ELEMENTS
OF TANK AND MECH INFANTRY BATTALIONS ON A ONE FOR ONE BASIS.

(1). 5 EACH 19DD3; 3 EACH DIRECT OPERATORS, 2 EACH
INDIRECT CREWMEMBERS.
(2). THE WEAPONS STATION IS MANNED BY THE SCOUT VEHICLE
COMMANDER, AND THE GUNNER.
(3). THE THIRD DIRECT CREWMEMBER IS THE DRIVER
MOS 19DD3.
(4). THE INDIRECT CREWMEMBERS/CAVALRY SCOUTS WILL ALSO
POSSESS MOS 19DD3.
(5). AN ARMOR/CAVALRY OFFICER, MOS 12B/12C, MAY PERFORM
DUTIES AS SCOUT VEHICLE COMMANDER IN SELECTED UNITS/LOCATIONS.
(6). NO ADDITIONAL PERSONNEL RESOURCES ARE REQUIRED, AS
THE CREW WILL BE COMPOSED OF PERSONNEL ALREADY AVAILABLE IN THE UNIT.
(B). TRAINING REQUIREMENTS: NO ADDITIONAL TRAINING WILL
BE REQUIRED
