Basis of Issue Plan - BOIP
A. DESCRIPTION: THE M3E1, CAVALRY FIGHTING VEHICLE (CFV),
IS A FULL-TRACKED, LIGHTLY ARMORED VEHICLE THAT PROVIDES
CROSS-COUNTRY MOBILITY, VEHICULAR-MOUNTED FIREPOWER, MOBILE
COMMUNICATIONS, AND PROTECTION FOR ARMORED CAVALRY SCOUT UNITS.
THE M3E1 ENHANCES THE M3 WITH THE ADDITION OF THE TOW-2
SUBSYSTEM, FIVE-MAN, GAS PARTICULATE FILTER UNIT WITH VENTILATED
FACEPIECES, IMPROVED HATCH/WEAPONS SYSTEM INTERLOCK SYSTEM,
REDESIGNED REAR CARGO HATCH FOR IMPROVED SCOUT VISION, AND MINOR
PRODUCT IMPROVEMENTS APPLIED AS A BLOCK MODIFICATION.
B. CAPABILITIES: WILL TRANSPORT FIVE, INCLUDING CREW, OVER
A VARIETY OF TERRAIN AT A MAXIMUM SPEED OF 41 MPH. THE CFV WILL
HAVE A SWIMMING CAPABILITY AND WILL BE TRANSPORTABLE ON C141 AND
C5 AIRCRAFT. ITS PRIMARY ARMAMENT WILL BE THE EXTERNALLY POWERED
M242, 25MM GUN. THE GUN WILL BE AN INTEGRAL COMPONENT OF THE CFV
AND WILL BE OPERATED FROM A TWO-MAN WEAPON SYSTEM STATION. OTHER
TURRET WEAPONS WILL INCLUDE A COAX-MOUNTED 7.62 MACHINE GUN, A
TWO-TUBED, TOW-2 ANTITANK MISSILE LAUNCHER, AND TWO FOUR-TUBED,
SMOKE GRENADE LAUNCHERS.
C. EMPLOYMENT: THE CFV WILL BE EMPLOYED IN RECONNAISSANCE
AND SECURITY MISSIONS. IT WILL PROVIDE SCOUT ELEMENTS OF THE
ARMORED CAVALRY AND SCOUT PLATOON THE MEANS TO OBSERVE AND
REPORT ON TERRAIN AND ENEMY DISPOSITIONS UNDER ALL WEATHER AND
VISIBILITY CONDITIONS.
D. BASIS OF ISSUE: THE M3E1 WILL BE A ONE-FOR-ONE
REPLACEMENT FOR THE M3 CFV IN SELECTED UNITS.
E. POWER REQUIREMENTS: N/A.

(2) GROUND: RAILWAY, 40-TON FLAT, OR TRACTOR TRAILER
MINIMUM OF 30-TON.

(A) CREW SIZE/MOS: FIVE EACH MOS 19D. DIRECT, TWO
EACH, ONE DRIVER AND ONE GUNNER. INDIRECT, THREE EACH, MOS 19D
CREWMEMBERS.
(B) TRAINING REQUIREMENTS (MOS/GENERAL): MOS 19D, NO
ADDITIONAL TRAINING REQUIRED.
