Basis of Issue Plan - BOIP
A. DESCRIPTION: MULTIPLE LAUNCH, ROCKET SYSTEM (MLRS) M270A1
LAUNCHER, LIN: Z57250, BOIP: E090AA. THE LAUNCHER ROCKET, ARMORED
VEHICLE MOUNTED, M270A1 IS AN ALL-WEATHER, HIGHLY MOBILE, MULTIPLE
LAUNCH, INDIRECT FIRE ROCKET AND MISSILE SYSTEM MOUNTED ON A
MODIFIED BRADLEY CHASSIS (M993). THE M270A1 LAUNCHER CONSISTS OF
THE IMPROVED FIRE CONTROL SYSTEM (IFCS) AND THE IMPROVED LAUNCHER
MECHANICAL SYSTEM (ILMS). THESE TWO SYSTEMS ARE MATERIEL CHANGES TO
THE M270 LAUNCHER. A MAJOR COMPONENT ITEM IS THE INTERCOM SET
AN/VIC-3. THE M270A1 MEASURES 22 FT 5 IN LONG, 9 FT 9
IN WIDE, 8 FT 6 IN HIGH, AND WEIGHS 27.2 TONS.
(1) IMPROVED FIRE CONTROL SYSTEM (IFCS): THE IFCS FOR THE MLRS
PROVIDES THE COMMAND CONTROL, MAN-MACHINE, AND WEAPON/LAUNCHER
INTERFACE WHICH ARE NECESSARY TO DIRECT AND MAINTAIN CONTROL OF THE
M270A1 LAUNCHER. IFCS WILL REPLACE IMPENDING OBSOLETE ELECTRONICS
WITH AN OPEN ARCHITECTURE SYSTEM CAPABLE OF SUPPORTING FUTURE MLRS
FAMILY OF MUNITIONS (MFOM) WELL INTO THE NEXT CENTURY. THE IFCS IS
COMPRISED OF FIVE LINE REPLACEABLE UNITS (LRU). THESE LRUs CONSIST
OF THE FIRE CONTROL PANEL (FCP), POSITION NAVIGATION UNIT (PNU),
LAUNCHER INTERFACE UNIT (LIU), POWER SWITCHING UNIT (PSU) AND WEAPON
INTERFACE UNIT (WIU). FEATURES INCLUDE REDUCED OPERATIONS AND
SUSTAINMENT (O&S) COSTS, IMPROVED COMMAND AND CONTROL, IMPROVED
MAN-MACHINE AND WEAPONS INTERFACES, IMPROVED POSITION NAVIGAION,
AND EMBEDDED GLOBAL POSITIONING SYSTEM. BUILT IN TEST/BUILT IN TEST
EQUIPMENT MAINTENANCE/DIAGNOSTIC TECHNOLOGY WILL BE INCORPORATED IN
IFCS.
(2) IMPROVED LAUNCHER MECHANICAL SYSTEM (ILMS): THE CURRENT
M270 LAUNCHER HAS A TRAVERSE TIME OF 90 SECONDS FROM THE STOWED
POSITION TO WORST CASE AIM POINT. THE CURRENT HYDRAULIC LAUNCHER
CONTROLLED SYSTEM WILL BE REPLACED WITH A FASTER, MICROPROCESSOR
CONTROLLED SYSTEM, THAT WILL MOVE SIMULTANEOUSLY IN BOTH AZIMUTH
AND ELEVATION. THIS WILL REDUCE THE TIME FROM STOW TO WORST CASE
AIM POINT BY APPROXIMATELY 85%. IT WILL DECREASE THE RELOAD TIME
BY APPROXIMATELY 40%. THE ILMS WILL RESULT IN A REDUCTION OF REPAIR
PARTS AND WILL LOWER O&S COSTS. ILMS WILL SUPPORT ALL MLRS MFOM.
B. CAPABILITIES: MLRS IS A HIGHLY MOBILE ALL WEATHER WEAPON
SYSTEM CAPABLE OF RAPID RESPONSE WITH HIGH VOLUME OF INDIRECT FIRE
UTILIZING CONVENTIONAL ROCKETS AND MISSILES AGAINST SOFT/HARD,
STATIONARY/MOVING TARGETS.
C. EMPLOYMENT: MLRS M270A1 LAUNCHERS ARE LOCATED IN DIVISIONAL
MLRS BATTERIES AND FA BRIGADE MLRS BATTALIONS.
D. BASIS OF ISSUE: ONE PER MLRS SECTION IAW APPROVED ORGANIZATION
DESIGNS. (A ONE FOR ONE REPLACEMENT FOR LAUNCHER, ROCKET: ARMORED
VEHICLE MOUNTED, LIN: L44894). TOE ALLOCATION AS FOLLOWS:
WHEN UNIT ORGANIZED AS 2 X 9 - 9
WHEN UNIT ORGANIZED AS 3 X 9 - 9
WHEN UNIT ORGANIZED AS 3 X 6 - 6
E. POWER REQUIREMENTS: ELECTRICAL/MECHANICAL SYSTEMS OPERATE ON A
24 VOLT DC POWER SUPPLY.
F. TRANSPORTATION REQUIREMENTS: THE M270A1 IS A SELF-PROPELLED
TRACK VEHICLE. IT IS AIR TRANSPORTABLE BY C141, C17, AND C5
AIRCRAFT.
G. PERSONNEL/MAINTENANCE IMPACTS:
(1) OPERATOR: (3) 13M MLRS CREWMEMBER
(2) MAINTAINERS:
(A) UNIT MAINTENANCE: 31U, 63J, 63T.
(B) DIRECT SUPPORT MAINTENANCE: 27M, 35E, 44B, 44E, 63G,
63H.
(C) GENERAL SUPPORT: 63G, 63H & 35H.
H. SPECIAL NOTES:
(1) THIS SYSTEM IS APPROPRIATE FOR INCLUSION IN AR 71-32 (ABOI).
(2) ASIOE TO THE Z57250 IS THE TEST SET ELECTRONIC SYTEMS:
AN/PSM-95 (Z24989). ONE AN/PSM-95 (Z24989) PER MLRS M27A1 LAUNCHER
(Z57250). AND ONE AN/PSM-95 (Z24989) PER MAINTENANCE CONTACT TEAM.
