INDUSTRY REPLY ASSESSMENT
We intend to evaluate the responses from industry. It became obvious early on that we went several layers too deep in specifying requirements and asked for too much detail in the evaluation. In retrospect, we needed to stick with higher level requirements and ask if the capability existed or not. In fact, our evaluation of the responses will do just that; our comparison of the responses will jump back to a higher level and if there was a 9 response (meets or exceeds) in any one of the detailed capabilities they will be credited with having that general capability. The gathering of cost data was not well received by the industry with such an conceptual set of requirements and has not gotten much response. Ranking the control stations at this point is premature in light of the level of the requirements definition solidity. So we have decided to just use this as an information gathering tool about what the state of the art is in industry today.
