WITH REDUCED MANNING IN CIC THE INOP OJ-194 ON THE BRIDE PLAYED A KEY CONTRIBUTORY ROLL IN THE EVENTS LEADING TO THE COLLISION. THE BRIDGE WAS UNABLE TO SORT OUT THE SURFACE PICTURE ON NTDS FOR THEMSELVES.
