What amount of time does a target spend in a radar beam?
How many pulses does it get hit with?
How much energy is in each pulse?
What is the radar cross section?
Is the return energy sufficient for the receiver?
Is the target doppler equivalent to a blind speed?

Many of these decisions are made by the designer and cannot be changed, only understood as to how they impact perfromance.
Also why one radar can detect a contact and another cannot.
