REPORTING OF CART II AND FEP COMPLETION
6401. General. This section describes the ISIC's responsibility for reporting the completion of CART II and FEP results in order to establish the training level of the ship (watch team proficiency and training teams' ability to sustain training levels), to point out areas which may require additional training, and to determine the readiness of the ship to enter into intermediate, multi-ship training under the numbered fleet commander. The CART II and FEP reports contain results by training category (TSTA 1, 2, 3, or FEP level) and by M-ratings for mission areas. The former are assessments of the ship's training teams' ability to train; the latter of the ships proficiency in exercises. There may or may not be a linkage between the two. It is possible that a ship's company may still be proficient in certain exercises, but the training team needs to be reconstituted because of personnel transfers, etc. It is also possible that the training teams have been formed and have some capability, but due to inactivity due to overhaul the ships company may no longer be proficient in exercises.
6402. CART II Report. The ISIC will report the following to the TYCOM within one week of CART II completion:
a. Summary of CART II results by training category.
b. M-ratings by mission area (if applicable, denote mission area M-ratings that were reset).
c. Readiness caps in effect.
d. Certifications satisfactorily demonstrated.
e. Upcoming training/certification evolutions (TSTA's, FEP, etc.).
f. Readiness to commence basic level training. Include any material deficiencies that may affect the conduct of training.
6403. FEP Report. The ISIC will report the results of FEP to the TYCOM (indicating ATG concurrence/non-concurrence) no later than one week after the completion of the scenario driven portion of FEP. In the case of amphibious ships, the ISIC will combine the results of the ATG FEP and the TSTA IV assessment into one message if the results have been determined. The report will include:
a. Summary of FEP results by training category.
b. M-ratings by mission area (if applicable, denote mission area M-ratings that were reset).
c. Readiness caps in effect.
d. Certifications satisfactorily demonstrated.
e. Outstanding certifications (include projected completion date).
f. Readiness to proceed to intermediate/advanced level training, including the capability of the ship's training teams to effectively conduct follow-on training.
6404. Incomplete/Unsatisfactory Training.
a. If the basic training phase (i.e., completion of TSTA's and/or FEP) is curtailed by operational requirements to CHOP to the numbered fleet commander, the ISIC shall submit an ISIC Assessment to the TYCOM in the general format of the FEP report, to include certification that the ship is ready for its assigned mission and detailing the reason for the shortened training cycle.
b. If mission area(s) were assessed to be incomplete or unsatisfactory during FEP, or if TSTA training was shortened due to material problems, the ISIC will provide the TYCOM, within ten days, a POA&M for completion of evolutions/exercises (cap exercises included) required to complete basic training. This POA&M may be included in the ISIC assessment or FEP report so long as the time requirement in paragraph 6403 is met.
