2.  Mission/Capabilities/Section I.

    a.  Provides command, control, and supervision for all tactical
and administrative operations of the brigade.

   1.  MISSION.

       THE HEADQUARTERS PROVIDES COMMAND, CONTROL AND
   SUPERVISION OF THE TACTICAL OPERATIONS OF THE BRIGADE AND
   ATTACHED UNITS.  THE HEADQUARTERS COMPANY PROVIDES UNIT
   ADMINISTRATION AND LOGISTICAL SUPPORT FOR THE BRIGADE STAFF
   SECTIONS.

   2.  ASSIGNMENT.  ORGANIC TO A HEAVY DIVISION, TOE 87000L.

   3.  CAPABILITIES.

       A.  AT LEVEL 1, THIS UNIT:

           (1) COMMANDS ATTACHED ELEMENTS OF THE DIVISION'S
   COMBAT AND COMBAT SUPPORT ELEMENTS IN OFFENSIVE AND
   DEFENSIVE COMBAT OPERATIONS.

           (2) ACCEPTS OR RELEASES ATTACHED ELEMENTS ON SHORT
   NOTICE.

           (3) CONDUCTS BRIGADE OPERATIONS ON SUSTAINED
   24-HOUR A DAY BASIS.

           (4) SUPERVISES THE MOVEMENT AND SECURITY OF
   ATTACHED OR SUPPORTING ADMINISTRATIVE ELEMENTS.

           (5) CAN BE DESIGNATED TO ACT AS EMERGENCY SUCCESSOR
   OPERATIONAL HEADQUARTERS FOR THE DIVISION IN THE EVENT OF
   DESTRUCTION OR NEUTRALIZATION OF DIVISION COMMAND AND
   CONTROL CAPABILITIES.

           (6) PROVIDES OPERATIONAL CONTROL OF UP TO FIVE
   MANEUVER BATTALIONS ON A SUSTAINED BASIS.  CAN CONTROL UP
   TO SEVEN MANEUVER BATTALIONS FOR A SHORT PERIOD OF TIME NOT
   TO EXCEED 24 HOURS.

           (7)  PROVIDES FOOD SERVICE SUPPORT FOR ASSIGNED
   AND SUPPORTING PERSONNEL FROM THE DIVISIONAL MI BATTALION,
   SIGNAL BATTALION AND CHEMICAL COMPANY IN 87042L100/200.
   PROVIDES FOOD SERVICE SUPPORT FOR ASSIGNED AND SUPPORTING
   PERSONNEL FROM THE DIVISIONAL MI BATTALION, SIGNAL BATTALION,
   CHEMICAL COMPANY, AND BRIGADE RECONNAISSANCE TROOP (17087F000)
   IN 87042L300/400.

       B.  THE COLUMNS UNDER LEVELS 2 AND 3 ADAPT THIS TABLE
   FOR REDUCED OPERATIONAL CAPABILITIES IN DECREMENTS OF 10%,
   FROM APPROXIMATELY 90% FOR LEVEL 2 TO APPROXIMATELY 80%
   FOR LEVEL 3.

       C.  THIS UNIT IS NOT ADAPTABLE TO A TYPE B ORGANIZATION

       D.  THE COLUMNS DESIGNATED BY LEVEL 1 THROUGH 3 ARE
   DESIGNED TO RELATE TO THE CATEGORIES ESTABLISHED BY

       G.  THIS UNIT IS DEPENDENT ON:

       (1) APPROPRIATE ELEMENTS OF THE DIVISION OR CORPS FOR
   COMBAT HEALTH SUPPORT, LEGAL, FINANCE, AND PERSONNEL AND
   ADMINISTRATIVE SERVICES.

   5.  CATEGORY.  THIS UNIT IS DESIGNATED A CATEGORY I UNIT.

   6.  MOBILITY.

       A.  THIS UNIT IS CAPABLE OF TRANSPORTING 71,320 POUNDS
   (3,800 CUBIC FEET) OF TOE EQUIPMENT WITH ORGANIC VEHICLES.

       B.  THIS UNIT HAS 35,494 POUNDS (2,933 CUBIC FEET)
   OF TOE EQUIPMENT REQUIRING TRANSPORTATION.

       C.  THIS UNIT REQUIRES 100% OF ITS TOE EQUIPMENT AND
   SUPPLIES TO BE TRANSPORTED IN A SINGLE LIFT USING ITS

1.  GENERAL.

    b.  Purpose and authority for the preparation and revisions
of Table(s) of Organization and Equipment (TOE).

        (1)  Cyclic Review.

        (2)  These TOE revise the currnet L-edition of the Brigade
Headquarters and Headquarters Company variations.  These TOE are
undergoing cyclic review to incorporate doctrinal concepts and
techniques, and update MARC driven positions.

        (3)  The versions of the TOE is prepared in accordance with
the provisions of current TOE development regulations and guidance.

        (4) All Equipment Readiness Codes (ERC) in the TOE have been
reviewed to ensure strict compliance with criteria in AR 220-1, Unit
Status Reporting. They also have been reviewed to ensure they are
aligned at the paragraph level of detail.

        (5)  The unit MARC Code is 21A.  This is a combat support
unit that operates in the division area.  This unit moves frequently
and must be 100% mobile.

2.  EMPLOYMENT.

    a.  The Brigade Headquarters operates as a tactical and
administrative headquarters.  The headquarters element is positioned
for the most effective control of brigade assets commensurate with
the terrain, combat mission, and responsiveness to higher
headquarters and supported units.

    b.  The Headquarters Company is employed with or near the
Brigade Headquarters to support the headquarters staff functions of
command, control, and supervision of operating elements.

3.  METHODS OF OPERATIONS AND FUNCTIONS.

    a.  PARAGRAPH 01, TAC CP.

        (1)  Functions.  The Tactical Command Post conducts ongoing
close operations, provides the commander with combat critical
information, disseminates the commander's decisions.
