1.  PURPOSE.  This is a cyclic review of the A-Edition TOE.  This
TOE has been updated to reflect approved doctrine and the latest
information concerning changes in Operational Concepts, Operational
Requirements Documents (ORDs), and related Basis of Issue Plans
(BOIP) data.  The advantages are as follows:  Concept changes are
incorporated, manpower and equipment requirements are updated, and
the application of documentation procedures provides an outline of
the unit's modernization process.

Line 24, Note 1.  1 E3 31U, Signal Support System Specialist, was

exceeded the section's lift requirements.

        (11) Para 21, 1 E6 74C, Telecom Section Chief, was added IAW
FMBB para 5-14.  The formula requires 6 74Cs.  Standard of Grade is
IAW NOFC E-9711-17 Table 10-74C-2 Line 1 note 4.

        (12) Para 22, 1 E4 11B, Vehicle Driver, regraded as E3 11B,
Vehicle Driver, IAW NOFC E-9711-32 Table 10-11B-2 Line 7.

        (13) Para 23, 1 O2 11A, 1 E3 31U, Signal Support Systems
Specialist, was deleted.  The position is not MARC supported.
1 E4 71L, Mail Delivery Specialist, was addedd IAW FMMB para
10-16a.  1 E4 92Y, Supply Specialist, and 1 E3 92Y, Supply
Specialist, were moved from para 32.  FMBB para 11-6a. supports the
positions in para 23 and there is no MARC or doctrinal requirement
for the positions in para 32.  Two 5 ton cargo trucks and one
1-1/2 ton trailer were added IAW AR 71-32 para D-61c.(3).

        (14) Para 25, 1 E7 63B, Motor Sergeant, replaces 1 E6 63B,
Motor Sergeant.  This is IAW NOFC E-9711-31, Table 10-63B-2, Line 6.
1 E6 63B, Senior Mechanic, replaces 1 E4 63B, Light Wheel Vehicle
Mechanic.  This is IAW NOFC E-9711-31 Table 10-63B-2, Line 4.  1 E5
52D and 1 E3 52D, Pwr-Gen Equipment Repairers, replaced 1 E4 52D,
Pwr-Gen Equip Repairer, in the objective IAW the MARC 269 Report and
NOFC E-9711-31 Table 10-52D-2.  1 E4 63B, Recovery Vehicle Operator
was added IAW FMBB para para 7-2a.  1 E4 63B, Light Wheel Vehicle
Mechanic was deleted with the addition of the Recovery Vehicle
Operator.  1 E4 92A, Equipment/Records Parts Specialist, was added
IAW FMBB para 11-4a.  1 E4 35J, Comp/Automated Sys Rep, was deleted.
Position not supported by MARC.  1 E3 77F, Fuel Handler, was added
IAW FMBB para 11-15b.(2).  One 5 ton cargo truck and one 1-1/2 ton
trailer were added IAW AR 71-32, para D-61c.(2).  Unit requires
LINs W32593 and W32867.  One HMMWV was added IAW AR 71-32, para
D-61c.(2) for the maintenance team. One Wrecker was added IAW
AR 71-32, para D-61c.(4).  The unit has more than 50 vehicles.

        (15) Para 26, 1 HMMWV and 3/4 ton trailer were added to the
base and one 5 ton cargo truck was deleted from the base.  One 5 ton
cargo truck was added at BOIP G001AA as ASIOE to T00474.  One 10
kw generator, G74711, was added at BOIP G030AA as ASIOE to Z78113.

        (16) Para 27, 1 E6 92G, Enlisted Aide, was added IAW FMBB
Table 2-2.  SGA is IAW NOFC E-9711-19, Table 10-92G-2,
Line 24, Note 1.

        (17) Para 28, 1 O4 35F, was replaced by 1 O4 35E per MI
School and proponent.

        (18) Para 29, 1 O3 42B, Operations Officer, was moved to
para 30.  The position doctrinally belongs in the G1.  1 W4 922A,
Command Food Service Technician, moved from para 30 IAW FMBB Table
11-1D.  1 E9 92G, Chief Food Operations Management NCO, was moved
from para 30 IAW FMBB para 11-5a.(3).  1 E3 31C, Radio Operator

        (19) Para 30, 1 O3 42B, Operations Officer, was moved from
para 29.  The position doctrinally belongs in the G1.  1 W4 922A,

Management NCO, moved to para 29 IAW FMBB Table 11-1D and para
11-5a.(3) respectively.

        (20) Para 32, 1 E8 11B, Section Sergeant, was deleted and
replaced by 1 E8 75H, Senior Personnel Services Sergeant, IAW FMBB
para 10-14f.  SGA is IAW NOFC E-9711-3, Table 10-75H-2, Line 13,
note 3.  3 E7 11B, Team Sergeants, were deleted and replaced by
3 E7 75H, Platoon Sergeant, IAW FMBB para 10-14g.  SGA is IAW NOFC
E-9711-3, Table 10-75H-2, Line 11, note 1.  1 E5 75H, Personnel
Services Sergeant, 1 E4 75H, Personnel Services Specialist, and
1 E3 75H, Personnel Services Clerk, were added IAW FMBB para
10-18d.(2)(d).  SGA is IAW NOFC E-9711-3, Table 10-75H-2, Lines 1-3.
1 E3 71L, Administrative Clerk, was deleted.  Its functions are
performed by the 75Hs added.  1 E4 92Y, Supply Specialist, and 1 E3
92Y, Supply Specialist, were moved from para 32.  FMBB para 11-6a.
supports the positions in para 23 and there is no MARC or doctrinal
requirement for the positions in para 32.  One 5 ton cargo truck was
deleted and replaced with one HMMWV.  The cargo truck exceeded the
section's transportation requirements.

        (21) Para 33, 1 E5 75H, Personnel Services Sergeant, was
deleted.  The position was not MARC supported.

        (22) Para 34, 1 O4 39C, Civil Affairs Offcier, was added IAW
FDU Decision 95-2.  1 E4 71L, Administrative Specialist, was deleted
and replaced with 1 E5 71L, Executive Administrative Assistant; IAW
DA Circular 611-95-2, Line 19, note 5.

        (23) Para 36, 1 O4 55A, Chief Administrative Law, deleted.
Position not MARC supported FMBB para 10-9.  2 O3 55A, Trial
Counsels were added.  FMBB para 10-9b.(10) requires 1 trial counsel
per manuever brigade.

        (24) Para 38, 1 O3 46A, Public Affairs Officer, was deleted.
Position not supported by FMBB para 10-6.  1 E5 46Q, Journalist, and

1.  GENERAL.

     b.  Purpose and authority for the preparation and revisions of
Table of Organization and Equipment (TOE).

        (1)  Cyclic Review in accordance with AR 71-32.

        (2)  This TOE revises the current A-Edition of the
Headquarters and Headquarters Company, Light Division.  This TOE is
undergoing a cyclic review to incoporate current doctrinal concepts
and techniques, and update the MARC driven positions.

        (3)  This TOE has been prepared in accordance with the
provisions of current TOE development regulations and guidance.

        (4)  All equipment readiness codes (ERCs) in this TOE have
been reviewed to ensure strict compliance with criteria in AR 220-1,
Unit Status Reporting.  They also have been reviewed to ensure they
are aligned at the paragraph level of detail.

        (5)  The unit MARC Code is 21A.  This is a Combat Support
unit that operates in the Division area.  It is considered a mobile
multibased unit that moves after deployment.


2.  EMPLOYMENT.

    a.   The Division Heaquarters operates as a tactical and
administrative headquarters.  The headquarters element operates
three separate command posts.  The tactical command post is
positioned forward of the brigade rear boundry and moves more than
once every three days.  The main and rear command posts are
posistioned forward of the division rear boundary.

    b.   The headquarters company is employed with the Main Command
Post.  It provides sustainment support to all headquarters elements.


3.  METHODS OF OPERATIONS AND FUNCTIONS.


    a.  PARAGRAPH 01, G3/Tactical CP

        (1)  Functions.  Controls the units committed to or engaged
in close combat with the enemy.  Collates and analyzes manuever
information submitted by committed manuever brigade CPs.
Disseminates the information to the division Main CP Operations Cell
and the corps TAC CP.

    C.  This unit is not adaptable to a Type B Organization.

    D.  The columns designated by levels 1 through 3 are

    E.  Individuals of this organization, except chaplains
and medical personnel, can assist in the coordinated defense
of the unit's area or installation.

    F.  This unit performs unit level maintenance on all
organic equipment except COMSEC equipment.

    G.  THIS UNIT IS DEPENDENT ON:

        (1)  Appropriate elements of the division or corps
for combat health, finance, personnel, and administrative
support.

        (2)  The Civil Affairs Bn TOE 41705L000, for
supplementary civil affairs support.

        (3)  The Aviation Bde, Inf Div (LT), TOE 01100A100,
to provide command and control to the division's
reconnaisance and attack helicopter assets.

        (4)  The Signal Bn(MSE), Inf Div (LT), TOE 11065L200,
for record traffic and common user communication.  Provides
maintenance repair capability for COMSEC equipment.

        (5)  The Air Defense Artillery Bn, Inf Div (LT),
TOE 44115L000, for local air defense.

        (6)  The Military Police Co, Inf Div (LT), TOE
19323L000, for internal physical security of the division
CPs as well as personal security for designated personnel.

        (7)  The Transportation Motor Transport Co, Inf Div
(LT), TOE 55178L000, for supplemental transportation.

        (8)  The U.S. Air Force Weather Service to provide an
18-Person detachment to operate the Staff Weather Office.

        (9)  The Support Command, LID, TOE 63220A100: assists
with the reception and onward movement of replacement
personnel; provides point retail fuel service to the Rear CP.

        (10) Appropriate elements of the corps or theater
army to augment unit legal resources as necessary based on
mission requirements by: TOE 27522LA00, Legal Support Team,
multi-functional legal team; TOE 27522LD00, Trial Defense
Team, for trial defense service support; TOE 27522LF00,
Military Judge Team, for military judge support.

        (11) Additional support of rear operations through
Rear Operations Center(Div), TOE 87103L000.

        (12) HHC, MI Bn, TOE 34355A200, to provide
intelligence operations support for the division.

        (13) HHB, DIVARTY, TOE 06100L000, to provide command
and control to organic, attached, and OPCON artillery units
in the division area.

        (14) The Division Band, TOE 12113L000, to provide
physical security augmentation to the Div MP Co.

        (15) Psychological Operations Tactical Company, TOE
33737A000, to provide tactical dissemination of psychological
operations (PSYOPS) products and to execute tactical PSYOPS
operations in support of the division.


4.  BASIS OF ALLOCATION.  One per Light Infantry Division,
TOE 77000A000.


5.  CATEGORY.  This unit is designated a Category II unit.

6.  MOBILITY.

    A.  This unit is capable of transporting 156,215 pounds
(6,819.0 cubic feet) of TOE equipment with organic vehicles.

    B.  This unit has 65,112 pounds (5,872.0 cubic feet) of
TOE equipment requiring transportation.

    C.  This unit requires its TOE equipment be transported
in a single lift using TOE required vehicles as follows:

        (1)  TACTICAL CP           - 100%
        (2)  Command Group/Main CP - 100%
        (3)  G3 Operations/Main CP - 100%
