                          EXECUTIVE SUMMARY



1.  PURPOSE. The A-edition table of organization and equipment was

developed IAW the operational concept for the Air Assault Division,

Army of Excellence (AOE) design criteria and HQDA imposed
constraints.  DTOE 67004A000 replaces 67004L000 and 67004L700
(Slim Eagle).  As part of the conversion this TOE has been updated to
reflect approved doctrine and the latest information concerning
changes in operational concept, O & O plans, and related BOIP data.

The recent Slim Eagle effort has been incorporated into this effort.

Selected analysis summary information is listed on enclosure 1.

Additionally, the following structural changes have been made:


(a)  The HHC has been restructured to accomplish the transfer of the
DTOC Support Element to the Division MI Battalion.  Personnel and
equipment found in L-edition paragraphs 08, OPSEC/CI Section, 21,
CM/D Section, and 22, ASPS, have been deleted from the A-edition.

(b)  Full Manpower Authorization Requirements Criteria (MARC) has
been applied.

(c)  Paragraphs and some personnel have been rearranged to more
closely align with FM 71-100-3.

2.  MISSION/CAPABILITIES/SECTION I.

    a.  Provides command, staff planning, control and supervision of

the operation of a Division and attached units.

    b.  Establishes and operates an Air Assault Division Main,
Tactical and Rear Command Posts.

    c.  Provides food service support for colocated personnel and
support personnel from HHB DIVARTY, HHB ADA Battalion, HHC Signal
Battalion, HHC Engineer Battalion, Band, MP Company Headquarters
and one MP Platoon, NBC Company, and Command Communications Company.

    d.  Provides strength accounting, replacement operations,
personnel accounting, and casualty reporting support to divisional
elements.

8.  GENERAL.  This TOE is developed within the doctrine established
by FM 71-100 and FM 71-100-3.  Any departures from doctrine is in
error.  The distances provided under the tactical disposition are
instructional only.  Current doctrine does not establish distances
between CPs nor cells.  Distances will be based on the commander's
concept of operations, and METT-T.  The tactical disposition shows a
possible laydown based on a dispersed CP within doctrinal perimeters.
This does not preclude a massed CP nor any other dispersion as the
commander may see fit.  This TOE has been developed along tactical
disposition lines (cell) rather than purely functional lines for two
reasons.

First, the TOE will better reflect how the Army fights and therefore
is a better teaching tool for those unfamiliar with the headquarters.

Second, TOEs documented along functional lines lead to faulty
analysis of personnel and equipment.  For instance, two different
analysts may look at the same position line and place it in two
different places on the battlefield.  By placing that position line
in a specific cell there is no confusion as to where that position is
meant to be.  Misunderstandings are avoided.  True analysis and
debate is possible and weakness, if any, is readily apparent.

    c.  Equipment allocations are based on HHC dispersion of 10 to
15k between CPs.  Equipment is also allocated to insure that the HHC
must be able to survive the loss of a key node without a major loss
of total capability while reconstituting.

2.  EMPLOYMENT. The functions performed in the Division command post
can best be grouped on the basis of those that directly relate to the
commanders conduct of the battle and those that permit the commander
to sustain the force.  A Division main command post and a Division
rear command post are normally operational.  The Division main
command post contains, in the tactical operations center, those
elements that permit the commander to see the battle in sufficient
detail and provide for positioning his combat service support
elements.  The Division staff is organized under the general staff
concept.  Related tactical operations are grouped together in cells
for further dispersion on the high intensity battlefield, enhancing
survivability.

3.  METHODS OF OPERATIONS AND FUNCTIONS.

    a.  PARAGRAPH 01, G3. TACTICAL COMMAND POST.

        (1)  Functions.  The TAC CP Cell provides control of the
close battle, synchronizes combat, combat support, and combat service
support for the close battle and maintains close operations
situation.  Secondary functions include updating requirements for CS,
CSS for close operations, providing operations information to the
main, and monitoring status of deep and rear operations.

        (2)  Personnel requirements not covered by regulatory

        (1)  Functions.  The commander, with assistance from his
personal staff, plans, directs, supervises, motivates, and assigns
the soldiers and resources of his command.  The commander directs by
giving guidance and orders to his subordinates, assigning missions
and operational areas, allocating forces, and coordinating the
support means and sustenance of his forces.  The command group
creates a command center that serves as the central repository of
information concerning the division battle.  The command center
synchronizes the functions of the main command post to support the
division deep, close, and rear operations.  Performs the role of
information manager for division operations.
