1.  PURPOSE. THE A-EDITION TABLE OF ORGANIZATION AND EQUIPMENT WAS
DEVELOPED IAW THE OPERATIONAL CONCEPT FOR THE AIRBORNE DIVISION,
INCLUDING HQDA IMPOSED CONSTRAINTS.  DTOE 57004A000 REPLACES
57004L000.  AS PART OF THE CONVERSION, THIS TOE HAS BEEN UPDATED TO
REFLECT APPROVED DOCTRINE AND THE LATEST INFORMATION CONCERNING
CHANGES IN OPERATIONAL CONCEPT, O & O PLANS, AND RELATED BOIP DATA.
SELECTED ANALYSIS SUMMARY INFORMATION IS LISTED ON ENCLOSURE 1.
ADDITIONALLY, THE FOLLOWING STRUCTURAL CHANGES HAVE BEEN MADE:

     a.  THE HHC ABN DIV IS REDESIGNED AND DOCUMENTED BECAUSE THE
CURRENT HHC DESIGN DOES NOT SUPPORT DOCTRINE IN THAT IT:

     - LACKS ADEQUATE MOBILITY IN THOSE CELLS REQUIRING 100 PER CENT
MOBILITY.

     - LIMITED SURVIVABILITY DUE TO ORGANIZATIONAL DEFICIENCIES.

     b.  REDESIGN PROVIDES:

     - ENHANCED SURVIVABILITY BY PROVIDING FOR A CELLULAR COMMAND
POST CONCEPT WITH THE SECOND SHIFT DISPERSED TO LIVING AREAS.

     - ENHANCED SUPPORTABILITY BY PROVIDING FOR INCREASED ORGANIC
TRANSPORTATION ASSETS, DISPERSED MESS, FUELING, AND MAINTENANCE
SUPPORT.

     - A DESIGN THAT BETTER SUPPORTS FREQUENT AND REALISTIC TRAINING.

     - AN HHC THAT REMAINS OPERATIONAL DURING ECHELON MOVES.

    e.  Major Changes.

        (1)  EQUIPMENT ALLOCATIONS ARE BASED ON HHC DISPERSION AND
FREQUENCY OF MOVES REQUIREMENT.  PROVIDES CONTINUOUS OPERATIONS OF
EACH MAJOR CELL DURING MOVEMENT.

        (2)  EQUIPMENT ALLOCATIONS ARE BASED ON HHC DISPERSION OF 10
TO 15K BETWEEN CPS.  EQUIPMENT IS ALSO ALLOCATED TO INSURE THAT THE
HHC MUST BE ABLE TO SURVIVE THE LOSS OF A KEY NODE WITHOUT A MAJOR
LOSS OF TOTAL CAPABILITY WHILE RECONSTITUTING.

        (3)  MAJOR EQUIPMENT CHANGES BROUGHT ABOUT BY MODERNIZATION
FOCUS ON THE VRC-12 SERIES OF RADIOS BEING REPLACED BY THE SINCGARS-A
FAMILY OF RADIOS.  OTHER SIGNIFICANT IMPROVEMENTS IN CAPABILITY WILL
BE ACCOMPLISHED BY VINSON COMSEC, FIELD FEEDING MODERNIZATION,
GENERATOR MODERNIZATION, VEHICLE ENHANCEMENT THROUGH FMTV
MODERNIZATION, COMMUNICATIONS IMPROVED SINCGARS/IHFR/MSE, AND
PROTECTION BY THE SAW/M16A2/9MM.

         (4)  THE INTELLIGENCE STRUCTURE KNOWN AS THE DTOC SUPPORT
ELEMENT, MADE UP OF CM&D SECTION, ASP SECTION, AND THE OPSEC M&A
SECTION, HAVE BEEN REMOVED FROM THIS TOE.  THEIR FUNCTION HAS BEEN
ASSUMED BY THE ANALYSIS AND CONTROL ELEMENT (ACE).  THE ACE IS A PART
OF THE HHOC OF THE MI BATTALIION (SRC 34356A100), BUT WORKS UNDER THE
OPERATIONAL CONTROL OF THE G2.

2.  MISSION/CAPABILITIES/SECTION I.

    a.  PROVIDES COMMAND, STAFF PLANNING, CONTROL AND SUPERVISION OF
THE OPERATION OF A DIVISION AND ATTACHED UNITS.

    b.  ESTABLISHES AND OPERATES AN AIRBORNE DIVISION MAIN, TACTICAL
AND REAR COMMAND POSTS.

    c.  PROVIDES FOOD SERVICE SUPPORT FOR ASSIGNED PERSONNEL AND
SUPPORT PERSONNEL FROM HHB DIVARTY, HHB ADA BATTALION, HHC SIGNAL
BATTALION, HHC ENGINEER BATTALION, BAND, MP COMPANY HEADQUARTERS AND
ONE MP PLATOON, NBC COMPANY, AND COMMAND COMMUNICATIONS COMPANY.

    d.  PROVIDES STRENGTH ACCOUNTING, REPLACEMENT OPERATIONS,
PERSONNEL ACCOUNTING, AND CASUALTY REPORTING SUPPORT TO DIVISIONAL
ELEMENTS.

    b.  Purpose and authority for the preparation and revisions of
Table(s) of Organization and Equipment (TOE).

        (1)  The L-edition table of organization and equipment was
developed IAW the operational concept for the Airborne Division and
HQDA imposed constraints.  DTOE 57004A000 replaces 57004L000.  As
part of the conversion, this TOE has been updated to reflect approved
doctrine and the latest information concerning changes in operational
concept, O & O plans, and related BOIP data.

        (2)  This version of the TOE has been prepared in accordance
with the provisions of current TOE development regulations and
guidance.

        (3)  All equipment readiness codes (ERCs) in this TOE have
been reviewed to ensure strict compliance with criteria in AR 220-1,
Unit Status Reporting.  They also have been reviewed to ensure they
are aligned at the paragraph level of detail.

        (4)  The unit MARC Code is 21A.  This is a combat support
unit that operates in the division area.  It is considered a mobile
unit and relocates.

2.  EMPLOYMENT. The functions performed in the Division command post
can best be grouped on the basis of those that directly relate to the
commanders conduct of the battle and those that permit the commander
to sustain the force.  A Division main command post and a Division
rear command post are normally operational.  The tactical operations
center of the Division main command post contains those elements that
permit the commander to see the battle in sufficient detail and depth
that he can position his forces, allocate his resources, and provide
for positioning his combat service support elements.  The Division
staff is organized under the general staff concept.  Related tactical
operations are grouped together in cells for further dispersion on
the high intensity battlefield, enhancing survivability.

3.  METHODS OF OPERATIONS AND FUNCTIONS.

    a.  PARAGRAPH 01, G3/Tactical Command Post.

        (1)  Functions.  The TAC CP Cell provides control of the
close battle, synchronizes combat, combat support, and combat service
support for the close battle and maintains close operations

as a single cohesive cell with G2/FSE elements, it normally is

         (1)  The Inspector General Section serves as the
confidential advisor to the commander, inquires into and reports on
matters pertaining to the performance of the mission, state of
discipline, efficiency, and economy by conducting inspections,
investigations, surveys, and studies as directed by the commander and
as prescribed by law and regulations.  Provides the commander with
assessment of overall state of the command.

         (1)  The Staff Judge Advocate Section provides legal advice
to the commander, staff, and subordinate commanders on all matters
involving military law.  Once deployed, this headquarters will be
required to be augmented by an international law officer.  Supervises
and is responsible for the administration of military justice and
other legal matters in the command.

         (1)  The Unit Ministry Team provides and coordinates the
Commander's Religious Support Mission to the division to include
assigned/attached units with and without organic UMTs.  The team
advises the Commander and staff on religion, morale and morals as
affected by religion, the impact of indigenous religions on the
mission.  Coordinates and plans for denominational religious
support throughout the division.  Assists the commander in ensuring
that policies and the leadership practices of the command are in
keeping with the highest moral, ethical, and humanitarian standards.
The UMT also provides for the assignment of chaplain personnel to the
division units, and plans and coordinates the religious support
requirements with the Corps UMT.

stations and networks in overseas commands.  Insures that material
for public release has been reviewed for security clearance and
prepares the public information and command information portion of
SOPs and operations orders.
