                          EXECUTIVE SUMMARY



1.  PURPOSE. This is a cyclic review of the L-Edition TOE.  This TOE
has been updated to reflect approved doctrine and the latest
information concerning changes in Operational Concepts, Operational
Requirements Documents (ORDs), and related Basis of Issue Plans
(BOIPs) data.  The advantages are as follows:  Concept changes are
incorporated, manpower and equipment requirements are updated, and
the application of documentation procedures provides an outline of
the unit's modernization process.

    e.  Major Changes.

        (1)  The current MARC figures have been applied to the TOE
and radios have been reconfigured based on the latest approved OPFAC
rules.

        (2)  Para 02, 2 75Hs, Personnel Services, 1 E5 and 1 E4 were
added IAW FMBB para 10-18f. and replaced 1 E4 71L, Administrative
Specialist.

        (3)  Para 03, the principal staff officers AC/S G1 - G4 were
moved to paragraphs 29 and 30 respectivley.  IAW the RDD "How To"
Manual para 6-10 (Coordinating Staff), principal staff officer
positions in major field commands are placed in the same paragraph
as those of the personnel who work for the principal staff officer.

        (4)  Para 04, 1 E6 92G, Enlisted Aide, was added IAW FMBB
Table 2-2.  1 W3 420A, Military Personnel Technician, was deleted;
not MARC/Doctrine supported.

        (5)  Para 06, 1 E8 96B, Chief Intell Sgt, was moved from
para 16 IAW FMBB para 2-3a.  Deleted 1 E4 96D, Imagery Analyst,
per MI School request.

        (6)  Para 07, 1 O6 54A, AC/S G3, was moved from para 03.  As
this is a major field command, the principal staff officer is placed
in the same paragraph as those of the personnel working for the
principal staff officer.  1 E4 71L, Executive Admin Assistant, was
added IAW FMBB para 10-2a.(3).

        (7)  Para 14, 1 O4 74B, Chemical Officer, was added IAW FMBB
para 4-1.  1 O3 74B, NBC Officer, and 1 E6 54B, Computer Plotter,
were added IAW FMBB para 4-2a.  Added 1 E7, 54B, NBC Staff NCO, IAW

        (8)  Para 16, 1 O6 35D, AC/S G2, was moved from para 03.  As
this is a major field command, the principal staff officer is placed
in the same paragraph as those of the personnel working for the
principal staff officer.  1 E8 96B, Chief Intell Sgt, was moved to
para 06 IAW FMBB para 2-3a.  1 E5 97B, CI Agent, was added based on
doctrinal requirements. 1 E3 71L, Admin Specialist, was deleted
and replaced by 1 E4 71L, Executive Admin Assistant, required by
FMBB para 10-2a.(3).

        (9)  Para 20, 1 E8 37F, Senior Psyops NCO, was added IAW
FDU decision 95-2.  1 E4 71L, Executive Admin Assistant, was
deleted IAW FMBB para 10-2.

        (10) Para 22, The following personnel were moved to para 29
IAW the AG School with concurrence from TPIO and FDD:  1 O5 01A
EO Advisor, 1 O5 41A Asst G-1, and 1 O3 53A Automation Mgt Officer.
Additionally 1 O4 41A, Asst G-1 was moved from para 29 to para 22.
1 O3 01A, EO Advisor, regraded to O5 IAW Chief of Staff of the Army
guidance.  The position was then moved to para 29.  1 E7 75H, Senior
Personnel Service Sgt, was added IAW FMBB para 10-14e.(4).  SGA is
IAW NOFC E-9711-3, Line 8, Note 18.  1 E5 75H, Personnel Services
Sgt, and 1 E4 75H, Personnel Service Specialist, were added IAW FMBB
para 10-18f.  1 E5 71L, Admin Sgt, 1 E4 71L, Admin Specialist, and
1 E3 71L, Admin Clerk, were deleted.  Their functions were assumed
by the 75Hs.

        (11) Para 23, 1 E7 92Y, Supply Plans/Ops NCO, added to
enhance logistics planning at the Main CP.  This was done IAW an
XVIII Airborne Corps SWAT issue.  The 92Y is added to the Airborne
Corps L200, as the function is already documented in the Heavy Corps
L100.  PERSCOM stated in 1996 that the position could be supported
without a bill payer.  1 E6 71L, Admin Supervisor, was deleted.
Functions assumed by the E5 71L.  Proponent concurs with these
actions.

        (12) Para 26, 1 35J, Computer/Auto Sys Rep, 1 E4 52C, Util
Equip Rep, and 1 E4 63B, Lt Wh Veh Mech, were deleted.  These
positions were no longer supported by the MARC 269 report. 1 E3 63B,
Recovery Veh Operator, regraded as E4 IAW AR 611-201.

        (13) Para 27, 1 E5 88M, Dispatcher, was deleted.  Not MARC
supported.

        (14) Para 29, IAW the AG School with concurrence from TPIO
and FDD the followning changes were made:   O6 41A, AC/S G1, was
moved from para 03. 1 O5 01A, EO Advisor, 1 O5 41A Asst G-1, and
1 O3 53A, Automation Mgt Officer were moved from para 22.  1 O4 41A,
Asst G-1 was moved from para 29 to para 22.  1 E4 75H, Personnel
Services Specialist was deleted.  The position is not MARC
Supported.  1 E4 71L, Executive Admin Asst, was added IAW FMBB para
10-2a.(3).

        (15) Para 31, 1 E6 71L, Administrative Supervisor, was
deleted.  Position was not MARC/Doctrine supported.  1 E4 71L, Admin
Specialist, was deleted and replaced by 1 E4 71L, Executive Admin
Assistant, required by FMBB para 10-2a.(3).

        (16) Para 33, All personnel and equipment were deleted from
this paragraph IAW FMBB para 10-9j.  The military judge functions
are performed by personnel from the Legal Service Organization
(27522LE00).

        (17) Para 34, All personnel and equipment were deleted from
this paragraph IAW FMBB para 10-9i.  The trial defense functions
are performed by personnel from the Legal Service Organization
(27522LC00).

        (18) Para 35, Surgeon, paragraph renumbered as para 33.

        (19) Para 36, 1 E7 92Y, Supply Inspection NCO, was deleted
and replaced by 1 E7 71L, Inspector General NCO, IAW AR 611-201 para
3-25 and table 3-24.  1 E4 71L, Executive Admin Assistant, was
deleted IAW FMBB para 10-2. IG paragraph renumbered as para 34.

        (20) Para 37, 1 O4 56A, Asst Chaplain, and 1 E5 71M,

        (21) Para 38, 1 E5 46Q, Public Affairs NCO, was deleted IAW

This was implemented due to a change in FM 100-15, Appendix A.  No
personnel or equipment were added to the TOE under this paragraph.

2.  MISSION/CAPABILITIES/SECTION I.

    a.  Provides Command, Control, and Supervision of all assigned
and attached units.

    b.  Provides staff planning and guidance for up to 5 divisions
supporting corps operations.

    c.  See TOE Section I for a complete list of capabilities and
limitations of this organization.

3.  ASSIGNMENT.

    a.  To Theater Army, 51001A000.

    b.  To a Joint Task Force, as required.

4.  PERSONNEL.

    a.  Differences between design and documented OTOE requirements
where the design OTOE equals the unit's stregnth cap.

Differences resulted from the application of MARC data located in
the FMBB and the automated 269 report.

and NCOs -2.

    d.  The risk resulting from decrements is decreased capability
to provide effective command, control, and planning capabilities for
corps operations on a 24 hour basis.

                                  TOE 52401L200 - WHEN ORGANIZED AS A STANDARD AIRBORNE CORPS
1.  MISSION.  Plans, directs, controls, and coordinates the
corps' operations; and a mix of combat, combat support, and
combat service support units which are employed by the corps.

2.  ASSIGNMENT.

    A.  To a Theater Army.

    B.  To a Joint Task Force, as required.

3.  CAPABILITIES.

    A.  At Level 1, This Unit:

        (1) Provides command, control, staff planning, and
supervision of up to five divisions and supporting forces
executing corps operations.

        (2) Establishes a Rear Command Post, Main Command
Post, and a Forward Tactical Command Post.

        (3) Provides unit level maintenance to organic
equipment.

        (4) Provides field feeding for an aggregate of 750
personnel that will be colocated within the HHC for feeding:
Personnel Group (12402L000), Finance Group (14412L000), Rear
Tactical Operations Center (52403L000), and the Corps Band
(12113L000) and other personnel attached to the HQ as
required to support staff operations.

    B.  The columns under levels 2 and 3 adapt this table for
reduced operational capabilities in decrements of 10%, to
approximately 90% for level 2 and 80% for level 3.

    C.  This unit is not adaptable to a Type B organization.

    D.  The columns designated by levels 1 through 3 are
designed to to be used to calculate the categories
established by AR 220-1, Unit Status Reporting.

    E.  Individuals of this organization, except chaplains,
can assist in the coordinated defense of the unit's area or
installation.

    F.  This unit is dependent on:

        (1) Appropriate elements of the corps or Army Service
Component Command for combat health, finance, personnel, and
administrative support.

        (2) Signal Brigade (11402L000) for installation,
operation, and maintenance of communications facilities, and
wire laying operations.

        (3) Military Intelligence Brigade (34207L000) for
personnel and equipment to supplement the G2 section to ensure
continuity of intelligence operations.

        (4) Corps Rear Tactical Operations Center (52403L000)
to assist in planning and implementation of rear security and
rear battle operations guidance.

        (5)  Legal Service Organization (27522LE00) for
Military Judge support.

        (6)  Legal Service Organization (27522LC00) for Trial
Defense Counsel support.

4.  BASIS OF ALLOCATION.  One per corps.

5.  CATEGORY.  This unit is desiganted a Category II unit.

6.  MOBILITY.

    A.  WHEN ORGANIZED UNDER 52401L200:

        (1) This unit is capable of transporting 305,000
pounds (15,770.0 cubic feet) of TOE equipment with organic
vehicles.

        (2) This unit has 82,493 pounds (6,791.0 cubic feet)
of TOE equipment requiring transportation.

    B.  This unit requires its TOE equipment and supplies be
transported in a single lift using its TOE required vehicles
as follows:

        (1)  100 per cent for the TAC CP, Current Operations,
Fire Support, Command, and Intelligence Cells of the Main CP.

        (2)  70 per cent for the Plans, CSS, and Life Support
Cells of the Main CP.

        (3)  50 per cent for all other elements.

7.  DOCTRINE.  The following doctrinal publications are
applicable to the operation of this unit:

1.  GENERAL.

    A.  References.

    B.  Purpose and authority for the preparation and revisions of
Table of Organization and Equipment (TOE).

        (1)  Cyclic Review in accordance with AR 71-32.

        (2)  This TOE revises the current L-Edition of the
Headquarters and Headquarters Company, Airborne Corps.  This TOE is
undergoing a cyclic review to incorporate current doctrinal concepts
and techniques, and update the MARC driven positions.

        (3)  This TOE has been prepared in accordance with the
provisions of current TOE development and guidance.

        (4)  All Equipment Readiness Codes (ERCs) in the TOE have
been reviewed to ensure strict compliance with AR 220-1, Unit Status
Reporting.  They have also been reviewed to ensire they are aligned
at the paragraph level of detail.

        (5)  The unit MARC Code is 22A.  This is a Combat Support
Unit that operates within the Corps Area.  It is a mobile multibased
unit that moves after deployment.  MCN M06A97, 96D MARC, not applied
except for one E8 position per request from MI School.

2.  EMPLOYMENT.

    A.   The Corps Headquarters operates as a tactical and
administrative headquarters. The headquarters element operates three
separate command posts.  The tactical command post is positioned
forward of the division rear boundary and moves more than once every
three days.  The main and rear command posts are positioned forward
of the corps rear boundary.

    B.   The Headquarters Company is employed with the Main Command
Post.  It provides sustainment support for the Headquarters.

3.  METHODS OF OPERATIONS AND FUNCTIONS.

    A.  PARAGRAPH 01, G2 TACTICAL COMMAND POST.

        (1)  Functions.  Monitors threat operations as they affect
the corps' close operations.  Monitors rear operations for effects
on close operations.
