TO PLAN AND CONDUCT CIVIL AFFAIRS (CA) OPERATIONS IN SUPPORT OF A DIVISION, A CORPS SUPPORT COMMAND (COSCOM), OR AN AREA SUPPORT GROUP (ASG). 2. ASSIGNMENT. TO A DIVISION, CORPS SUPPORT COMMAND (COSCOM) OR AREA SUPPORT GROUP (ASG), AS REQUIRED, OR MAY BE ORGANIC TO A CA BRIGADE, LTOE 41700L000. 3. CAPABILITIES. A. AT LEVEL 1, THIS UNIT: (1) PROVIDES CIVIL AFFAIRS UNITS AND ELEMENTS TO SUPPORT THE DIVISION G-5 AND DIVISIONAL BRIGADE, THE COSCOM CIVIL-MILITARY OPERATIONS (CMO) OFFICER AND COSCOM SUPPORT GROUPS, AND THE ASG CMD OFFICER AND ASG INSTALLATIONS AND FACILITIES. (2) IDENTIFIES AND COORDINATES U.S. REQUIREMENTS FOR AVAILABLE INDIGENOUS RESOURCES, FACILITIES, AND FOREIGN NATION SUPPORT. (3) DEVELOPS, AND IMPLEMENTS AS NEEDED, PLANS TO SUPPORT THE LOCAL CIVILIAN POPULATION FROM LOCAL RESOURCES SO AS TO LESSEN THE COMMITMENT OF U.S. MILITARY RESOURCES. (4) MINIMIZES LOCAL POPULATION INTERFERENCE WITH U.S. MILITARY OPERATIONS. (5) ADVISES AND ASSISTS THE COMMANDER TO MEET LEGAL AND MORAL OBLIGATIONS. (6) PROVIDES LIAISON TO MILITARY FORCES WITH LOCAL GOVERNMENTAL OFFICIALS AND AGENCIES. (7) ACTS AS THE FOCAL POINT FOR CULTURAL CONSIDERATIONS WHICH IMPACT ON MILITARY OPERATIONS. (8) PLAN MOVEMENT, CONTROL MEASURES, AND COORDINATE HUMANITARIAN SUPPORT FOR DISLOCATED CIVILIANS. (9) ADVISE AND ASSIST LOCAL CIVIL DEFENSE OFFICIALS. (10) MANAGES LOCAL COMMUNICATION RESOURCES. B. THE COLUMNS UNDER LEVELS 2 THROUGH 3 ADAPT THIS TABLE FOR REDUCED OPERATIONAL CAPABILITIES IN DECREMENTS OF 10% FROM APPROXIMATELY 90% FOR LEVEL 2 TO APPROXIMATELY 80% FOR LEVEL 3. C. THIS UNIT IS NOT ADAPTABLE TO A TYPE B ORGANIZATION. D. THE COLUMNS DESIGNATED BY LEVEL 1 THROUGH 3 ARE DESIGNED TO RELATE TO THE CATEGORIES ESTABLISHED BY AR 220-1, UNIT STATUS REPORTING. E. INDIVIDUALS OF THIS ORGANIZATION, EXCEPT MEDICAL, CAN ASSIST IN THE COORDINATED DEFENSE OF THE UNIT'S AREA OR INSTALLATION. F. THIS UNIT PERFORMS UNIT MAINTENANCE FOR ALL ORGANIC EQUIPMENT. G. THIS UNIT IS DEPENDENT ON THE APPROPRIATE ELEMENTS OF THE DIVISION, CORPS, OR THEATER ARMY FOR UNIT LEVEL HEALTH SERVICES, FINANCE, LEGAL, RELIGIOUS SUPPORT AND PERSONNEL AND ADMINISTRATIVE SERVICES. 4.
