                          EXECUTIVE SUMMARY



1.  PURPOSE. This package summarizes the development of a new
A-series table of organization (TOE) for the Military Intelligence
Company, Armored Cavalry Regiment.  It is based upon the HQDA-
approved force design update, replacing the L-series TOE.  It
includes some HQDA-approved items in the base TOE which were
modernization items in the L-series TOE.  This package includes an
executive summary and a narrative discussion that outlines the
operational function of the draft TOE (DTOE) and discusses personnel
and major items of equipment.

    e.  Major Changes.  Base TOE includes nine principle items (and
associated support items of equipment: ASIOE) approved in USAFISA
Memo, MOFI-SDB-I, dtd 23 Feb 94, subj: Modernization of MI "A"
edition TOE.  It also includes one item (and ASIOE) as approved in
HQDA Memo dtd 14 Jun 94, subj: Modernization of MI "A" edition TOE.


2.  MISSION/CAPABILITIES/SECTION I.

    a.  MISSION:  Provides combat intelligence, electronic warfare
(EW), counterintelligence (CI), operations security (OPSEC), and
interrogation of prisoners of war (IPW) support for the Armored
Cavalry Regiment.

    b.  CAPABILITIES:


     (1)  At level 1, this unit provides:

          (a)  Multidiscipline combat intelligence support
including communications intelligence (COMINT), EW, IPW, and CI.
Ground surveillance radar support for the regiment is replaced with
unmanned aerial vehicle reconnaissance when (UAV) ICP M066 is
applied.


          (b)  A single intelligence commander responsible for
the management and technical control of combat electronic warfare
management and technical control of combat electronic warfare
intelligence assets organic, assigned, or attached to the Armored
Cavalry Regiment.

          (c)  An analysis and control element (ACE) for the
production and dissemination of all source intelligence and
intelligence collection management for the regiment, asset and
technical management of intelligence, counterintelligence, and
electronic warfare assets organic or attached to the company,
support for regimental fire support planning, maintenance of a
signals intelligence (SIGINT) data base for the regiment, and
processing of imagery from a variety of imaging systems.  Enhanced
targeting support for regimental fire support planning when ground
based common sensor (GBCS-H) ICP M077 is applied.

          (d)  Support to split based operations with dedicated
intelligence satellite communications.

          (e)  Direct support maintenance on EW and signals
intelligence equipment for Headquarters and Headquarters Troop,
Regimental Aviation Squadron, TOE 01316L.


          (f)  Food service support to all elements of the MI
company not forward deployed.

    c.  See TOE Section 1(s) for a complete list of capabilities and
limitations of this organization.


3.  ASSIGNMENT.  Organic to the Armored Cavalry Regiment, TOE
17440L.


4.  PERSONNEL.

    a.  Differences between design and documented OTOE requirements
where the design OTOE equals the unit strength CAP:  NONE

    b.  MARC Deviations:

        (1)  Six tactical system operator/repairer (MOS 33T)
personnel are required to ensure uninterrupted operations as well as
technical support (quality assurance, troubleshooting, diagnosis and
supervision) of computers, power generators, automatic and special
test equipment, vehicles, and mobile maintence shelters which are
critical to the unit EW/I tactical systems.

        (2)  One utilities equipment repairer (MOS 52C) is required
in this unit to ensure against critical equipment failures due to
environmental conditions outside temperature control limits.

    c.  Detailed rationale for doctrinal personnel requirements is in
the accompanying TOE Analysis--Narrative Discussion.

    d.  The net officer/NCO force impact of this TOE is 13 officers
and 75 NCOs.

    e.  The risk resulting from decrements is twofold:

        (1) Increased dependency on the ACR for vehicle,
quartermaster and chemical maintenance, and for organizational supply
functions.

        (2) Reduced capability to provide customized intelligence
updates or reports for the ACR.

5.  EQUIPMENT.


    a.  Equipment reflected in this TOE represents the minimum
essential wartime requirements.

below.

    b.  Force structure information for each TOE is based on current
M-Force and E-Date (TBD).

    c.  HQDA approved commodity consumption rates were used in the
development of these TOEs and are reflected in the  Cost Analysis
Summaries.

    d.  The differences in cost are primarily due to the addition of
tracked vehicles in the GSR platoon, and the more expensive
modernization items included in the base TOE.

1.  MISSION.  TO PROVIDE COMBAT INTELLIGENCE AND SUPPORT FORCE
PROTECTION THROUGH THE EMPLOYMENT OF SIGNALS INTELLIGENCE
(SIGINT), ELECTRONIC WARFARE (EW), COUNTERINTELLIGENCE (CI),

3.  CAPABILITIES.

    A.  AT LEVEL 1, THIS UNIT PROVIDES:

        (1)  MULTIDISCIPLINE COMBAT INTELLIGENCE SUPPORT
INCLUDING SIGINT, EW, CI, IPW, AND IMINT.  GROUND SURVEILLANCE
RADAR SUPPORT IS REPLACED WITH UNMANNED AERIAL VEHICLE
RECONNAISSANCE WHEN APPROPRIATE ICP IS APPLIED.

        (2)  A SINGLE INTELLIGENCE COMMANDER RESPONSIBLE FOR
THE MANAGEMENT AND TECHNICAL CONTROL OF COMBAT ELECTRONIC
WARFARE AND INTELLIGENCE ASSETS ORGANIC, ASSIGNED, OR ATTACHED

        (3)  AN ANALYSIS AND CONTROL ELEMENT (ACE) FOR

with the provisions of current TOE development regulations and

        (4)  All equipment readiness codes (ERCs) in this TOE have
been reviewed to ensure strict compliance with criteria in AR 220-1,
Unit Status Reporting.  They also have been reviewed to ensure they
are aligned at the paragraph level of detail.

        (5)  The unit MARC Code is 21A.  This is a combat support
unit that operates in the division area.  The unit is mobile and
normally maneuvers/moves whenever the supported unit moves.

2.  EMPLOYMENT. The military intelligence (MI) company operates under
the control of the armored cavalry regiment (ACR) commander.  The
logistical support elements are located within the ACR support area.
The operations support platoon headquarters, the counterintelligence
(CI) team, and the interrogation team, are all collocated with the MI
company headdquarters.  Some or all of the CI and interrogation teams
may be deployed to support specific maneuver forces on a limited,
temporary basis.  The collection and jamming (C&J) platoons are
employed forward of the regimental tactical operations center (ACR
TOC).  Two elements of the C&J platoon, the high frequency/very high
frequency electronic countermeasures (HF/ECM) teams, and the voice
collection teams, may be located throughout the ACR area and/or
attached to maneuver units as the mission dictates.  The three GSR
squads of the GSR platoon may be attached to the maneuver squadrons
as the mission dictates.  The analysis and control element (ACE),
technical control and processing section, and the all source
intelligence section may or may not be physically collocated with the
ACR TOC, but must always be electronically collocated with the ACR
TOC to function effectively.


Upon modernization, the ACE will also coordinate efforts of the joint
surveillance target atack radar subsystem team (JOINT STARS ICP
M065), the unmanned aerial vehicle (UAV) mission planning element
(ICP M066), the satellite communication team (TROJAN SPIRIT ICP
