B. THE COLUMNS UNDER LEVELS 2 AND 3 ADAPT THIS TABLE
FOR REDUCED OPERATIONAL CAPABILITIES IN DECREMENTS OF 10%,
FROM APPROXIMATELY 90% FOR LEVEL 2 TO APPROXIMATELY 80%
FOR LEVEL 3.

2. MISSION/CAPABILITIES/SECTION I.
a. Provides command and control for assigned and attached
U.S. Army SIGINT units as part of the Regional SIGINT Operations
Center (RSOC) and conducts SIGINT operations in support of
National, Combined, Joint task Force and theater army.
b. Provides staff planning for and supervision of SIGINT
operations for assigned and attached units.
c. See TOE Section 1 for a complete list of capabilities and
limitations of this organization and its subordinate units.

b. Purpose and authority for the preparation and revisions of
Table(s) of Organization and Equipment (TOE).
(1) This TOE creates the A series modular TOE based on
VCSA guidance (December, 1996) and Army concept changes.
(2) This version of the TOE has been prepared in accordance
with the provisions of current TOE development regulations and
guidance.
(3) All equipment readiness codes (ERCs) in this TOE have
been reviewed to ensure strict compliance with criteria in AR 220-1,
Unit Status Reporting. They also have been reviewed to ensure they
are aligned at the paragraph level of detail.
(4) The unit MARC Code is 23B. This is a combat support
unit that operates in the Army Land Component area.
2. EMPLOYMENT. The HHC will be employed as part of the Regional
SIGINT Operations Center (RSOC) concept. These joint centers conduct
their wartime mission at current CONUS locations.
3. METHODS OF OPERATIONS AND FUNCTIONS.

(1) Functions. Provides command, control, and staff
planning for Signals Intelligence operations.

b. PARAGRAPH 02, Unit Ministry Team.
(1) Functions. Provides religious support to the all
personnel assigned/attached to the Group. The team advises the
commander on religious, moral, and soldier welfare issues. The
team establishes liaison with unit ministry teams of higher and
adjacent units.
