1.  PURPOSE. This package summarizes the review of "L" Edition
Table of Organization and Equipment (TOE) and Force Design
update for the Headquarters, Department of the Army (HQDA) -
approved military police company Air Assault Division. This
document was developed to ensure the document reflects the
latest doctrine and validates the requirements for personnel
and equipment.

    e.  MAJOR CHANGES.

2.  MISSION/CAPABILITIES/SECTION I.

    a.  MISSION.  To conduct maneuver and mobility support
operations, of peronnel, material and equipment: execute
limited area security operations, conduct internment/
resettlement operations, perform law and order operations
along with police intelligence operations in assigned areas
as required.

3.  ASSIGNMENT.  Organic to a Air Assault, TOE 67000L.

4.  CAPABILITIES.

    a.  AT LEVEL 1, THIS UNIT PROVIDES THE FOLLOWING:

        (1)  A provost marshal operations section to
exercise operational control over assigned and attached
military police (MP) units and to coordinate and advise
on joint, multinational and interagency force
protection operations.

        (2)  Maneuver and mobility support of vehicular
traffic and individuals in the division through the
establishment of circulation control points and the
operation of mobility support patrols.

        (3)  Area security through the use of mobile
patrols, reconnaissance, and reaction capability.

        (4)  One enemy prisoner of war (EPW)/civilian
internee collecting point within the division rear area.

        (5)  Area and route reconnaissance in conjunction
with mobile patrol operations in the division rear area.

        (6)  Support in the maintenance of law enforcement
operations in the division area.

        (7)  Temporary detention of U.S. prisoners.

        (8)  Security for the combat electronic warfare
intelligence all source production section (ASPS).

        (9)  Assistance in securing the division main and
TAC CPs.

        (10)  Support for the brigades as required.

        (11)  Support of counter drug operations (to include
border screening, marijuana eradication, customs
augmentation and training) pursuant to controlling laws
and within the provisions of Department of Defense policy.

    b.  Purpose and authority for the preparation and revisions of
Table(s) of Organization and Equipment (TOE).

        (1)  This revision incorpates concept changes, applies
updated MARC,and applies incremental TOE development procedures.

        (2)  This version of the TOE has been prepared in accordance
with the provisions of current TOE development regulations and
guidance.

        (3)  All equipment readiness codes (ERCs) in this TOE have
been reviewed to ensure strict compliance with criteria in AR 220-1,
Unit Status Reporting.  They also have been reviewed to ensure they
are aligned at the paragraph level of detail.

        (4)  The unit MARC Code is 21A.  This is a combat support
unit that operates in the division area. It is considered a mobile
unit and moves.

2.  EMPLOYMENT.
    a.  The MP company is designed to provide flexible, tailored
combat support to the division by using MP to enhance maneuver
and mobility,conduct area security in support of force protection;
perform internment/resstlement operations; and police intelligence
operations. It can bring significant combat power to bear against
rear area operational exigencies. It can support requirements in
the Operations Other Than War (OOTW) arena as well. The MP company
is structured to provide four platoons in support of the division.
MP teams are distributed along the main supply route (MSR) to
perform independent sustained operations across the division area.

    b.   The MP platoons are each assigned an area
of operations to perform Maneuver and Mobility Support (MMS) and
area security missions.  Platoon elements performing MMS and
area combat operations may be placed under the operational
control of another platoon to meet tactical requirements in
another platoon's area of operations.  MP platoons also provide MP
teams to perform Internment and Resettlement (I/R) operations. MP
teams can also be employed to augment security of the division
main command post and tac cp's; to provide security to the all
source production section; and to operate the division internment
and resettlement collecting points. One MP platoon will support
each forward deployed brigade.  These platoons will perform MP
missions as prioritized by the brigade commander.  This support
will normally consist of maneuver and mobility, internment and
resettlement support, police intelligence support and force
protection combat operations as required.  Resources are not
sufficient to accomplish all assigned missions simultaneously.

    c.  Within the provisions of Department of Defense policy and
controlling laws deploys in support of counter-drug operations (to
include border screening, marijuana eradication, customs
augmentation and training).

3.  METHODS OF OPERATIONS AND FUNCTIONS.

    a.  PARAGRAPH 01, Division Provost Marshal Operations Section.

        (1)  Functions.  Provides the staff planning, direction,
supervision, and coordination of military police combat support to
the Air Assault Division.

        (2)  Personnel requirements not covered by regulatory
guidance:

Provost Marshal (LTC, MOS 31A).    The provost marshall (PM) is a
                                   special staff officer of the
           division commander.  He is responsible to the division
           commander for all MP support and exercises operational
           control over MP units assigned, attached or in support
           of the Division. He is provided with a HMMWV with
           AN/VRC-89D and MSRT AN/VRC97 and TA1042.

Deputy Division PM (MAJ, 31A).  Coordinates and plans with
                                   division staff officers for
           traffic control and expeditious movement of personnel
           and materiel.  Coordinates with the corps military
           police elements for augmentation support of operations
           in the division. Assists the division PM in
           establishing and maintaining proper liaison with
           adjacent Army, joint, multinational and interagency
           force protection operations. He assists in the
           preparation of the instruction and conduct
           of training in the MP company.


Operations Sergeant Major (E9, 95B).  Responsible for establishing
                                      and maintaining
           administrative records, reports, and documentation for
           military police operations in the division. Identifies
           and prioritizes critical facilities and logistical bases
           to be defended and coordinates base and base cluster
           defense plans. Uses HMMWV with AN/VRC-89D & AN/GRC-213,
           AN PSC-5 which serves as net control station for
           the company net.

Operations NCO (E8, 95B).   Responsible for establishing and
                            maintaining administrative
            records, reports, and documentation for military police
            operations in the division. Identifies and prioritizes
            critical facilities and logistical bases to be defended
            and coordinates base and base cluster defense plans. Uses
            HMMWV with AN/VRC-89D & AN/GRC-213.

Driver/Radio Operator (E3, 95B).     Operates the Provost
                                    Marshal's vehicle and radio.

Administrative Specialist (E4, 71L).  Performs essential
                                      administrtive tasks in support
            of the PM Operations Section, including preparation of
            reports, daily staff journals, MP desk blotters,
            maintains files, prepares and types correspondence,
            forms, operation orders, plans, messages, and log
            entries, and operates radio and vehicles as required.


        (3)  Major equipment requirements:

    d. Para 04,  MP Squads x 12

        (1)  Functions.  The MP squads (DIV SPT) provide maneuver
and mobility support, area security operations in support of force
protection; police intelligence operations and provide security as
required to internment/resettlment operations. Each squad consists
of a squad leader assisted by a team leader and 4 MPs.
In support of dispersed operations the squads are split into teams.
