table of organization and equipment (LTOE).  This document was
developed to ensure the document reflects the latest doctrine
and validates the requirements for personnel and equipment.

    E.  MAJOR CHANGES.  The new MARC figures have been applied to
this TOE, and the communications equipment has been reconfigured
based on the approved OPFAC rules dtd Dec 97.


2.  MISSION/CAPABILITIES/SECTION I.

    A.  MISSION.  To conduct maneuver and mobility support operations
,
of personnel, material and equipment: execute limited area security
operations, conduct internment/resettlement operations, perform law
and order operations along with police intelligence operations in
assigned areas as required.

    B.  ASSIGNMENT.  Organic to a heavy division, TOE 87000F.

    C.  CAPABILITIES. AT LEVEL 1, THIS UNIT PROVIDES THE FOLLOWING:

            (1)  A provost marshal operations section to exercise
operational control over assigned and attached military police (MP)
units and to coordinate and advise on joint, multinational and
interagency force protection operations.

            (2)  Maneuver and mobility support of vehicular traffic
and individuals in the division through the establishment of
circulation control points and the operation of mobility support
patrols.

            (3)  Area security through the use of mobile patrols,
reconnaissance, and reaction capability.

            (4)  One enemy prisoner of war (EPW)/civilian internee
collecting point within the division rear area.

            (5)  Area and route reconnaissance in conjunction with
mobile patrol operations in the division rear area.

            (6)  Support in the maintenance of law enforcement
operations in the division area.

            (7)  Temporary detention of U.S. prisoners.

            (8)  Security for the combat electronic warfare
intelligence all source production section (ASPS).

            (9)  Assistance in securing the division main CP.

            (10)  Support for the brigades as required.

            (11)  Support of counter drug operations (to include
border screening, marijuana eradication, customs augmentation and
training) pursuant to controlling laws and within the provisions
of Department of Defense policy.


3.  ASSIGNMENT.  To a heavy division.


4.  PERSONNEL.

    a.  Differences between design and documented OTOE requirements
where the design OTOE equals the unit strength CAP.

  6.  COST.

    a.  Cost Analysis Summaries for the Objective TOE are provided
below.

    b.  Force structure information for each TOE is based on current
M force and E-date 9804.

    c.  The difference in cost is primarily due to the application of
 the armored security vehicle ASV.

    d.  HQDA approved commodity consumption rates were used in the
 development of these TOEs.

    b.  Purpose and authority for the preparation and revisions of
Table(s) of Organization and Equipment (TOE).

        (1)  This TOE is up for a normal interval(3 year) cyclic
review. Application of full MARC IAW AR 570-2 in strength level 1 has
been effected. Reference HQDA memo DAMO-FDF, dtd 12 Nov 93, subject:
Manpower Requirements Determination (MRD) General Officer Steering
Committee (GOSC), 28 Oct 1993.

        (2)  This revision applies incremental TOE development
procedures as well as updating full MARC.  This unit has a MARC
deviation of two personnel (One 31U1O Signal Support System
Specialist and one 92Y1O Supply Specialist)

        (3)  This version of the TOE has been prepared in accordance
with the provisions of current TOE development regulations and
guidance.

        (4)  All equipment readiness codes (ERCs) in this TOE have
been reviewed to ensure strict compliance with criteria in AR 220-1,
Unit Status Reporting.  They also have been reviewed to ensure they
are aligned at the paragraph level of detail.

        (5)  The unit MARC Code is 21A.  This is a combat support
unit that operates in the division area. It is considered a mobile
unit and moves.

2.  EMPLOYMENT.

    a.  The MP company is designed to provide flexible, tailored MP
support which can bring significant combat power to bear against rear
area operational exigencies. It can support requirements in the
Stability Operations and Support Operations, formally known as
Operations Other Than War (OOTW), arena as well.  The MP company is
structured to provide six platoons in support of the division. Three
platoons are in direct support of forward deployed brigades and three
platoons are in general support of the division rear area.  MP teams
are distributed along the main supply route (MSR) to perform
independent sustained operations accross the division area.

    b.  Two of the general support platoons are each assigned an area
of operations to perform Battlefield Circulation Control (BCC) and
rear area security missions.  Platoon elements performing BCC and
rear area combat operations may be placed under the operational
control of another platoon to meet tactical requirements in another
platoon's area of operations.  General support platoons also provide
MP teams employed to evacuate Enemy Prisioners of War (EPW) from the
brigade EPW collecting point.  The third general support platoon
headquarters location in the vicinity of the division main command
post.  MP teams are employed to augment security of the division main
command post; to provide security to the all source production
section; and to operate the division EPW collecting point. One direct
support platoon will support each forward deployed brigade.  These
platoons will perform MP missions as prioritized by the brigade
commander. This support will normally consist of enemy prisioner of
war operations, battlefield circulation control, and brigade rear
area combat operations as required. Resources are not sufficient to
accomplish all assigned missions simultaneously.

    c.  Within the provisions of Department of Defense policy and
controlling laws deploys in support of counter-drug operations (to
include border screening, marijuana eradication, customs augmentation
and training).

3.  METHODS OF OPERATIONS AND FUNCTIONS.

    a.  Para 01, Division Provost Marshal Operations Section.

        (1)  Functions.  Provides the staff planning, direction,
supervision, and coordination of military police combat support to
the Heavy Division.

        (2)  Personnel requirements not covered by regulatory
guidance:

Provost Marshal (LTC, MOS 31A).    The Provost Marshall (PM) is a
                                   special staff officer of the
           division commander.  He is responsible to the division
           commander for all MP support and exercises operational
           control over MP units assigned, attached or in support of
           the Heavy Division. He is provided with a HMMWV with
           AN/VRC-47.

Assistant Division PM (MAJ, 31A).  Coordinates and plans with the
                                   division transportation officer
           for traffic control and expeditious movement of personnel
           and materiel.  Coordinates with the corps military police
           elements for timely evacuation of EPW from the division.
           He assists the division PM in establishing and maintaining
           proper liaison with adjacent U.S. or host country military
           and civil police agencies. He assists in the preparation
           of instruction and conduct of training in the MP company.


Operations Sergeant Major (E9, 95B).   Responsible for establishing
                                       and maintaining administrative
           records, reports, and documentation for military police
           operations in the division. Identifies and prioritizes
           critical facilities and logistical bases to be defended
           and coordinates base and base cluster defense plans.Uses
           HMMWV with AN/VRC-47 & AN/GRC-213 which serves as net
           control station for the company net.

Operations NCO (E8, 95B).          Responsible for establishing and
                                   maintaining administrative
            records, reports, and documentation for military police
            operations in the division. Identifies and prioritizes
            critical facilities and logistical bases to be defended
            and coordinates base and base cluster defense plans. Uses
            HMMWV with AN/VRC-47 & AN/GRC-213 which serves as net
            control station for the company net.

Administrative Specialist (E4,  MOS 71L).  Performs essential
                                      administrtive tasks in support
            of the PM Operations Section, including preparation of
            reports, daily staff journals, MP desk blotters,
            maintains files, prepares and types correspondence,
            forms, operation orders, plans, messages, and log
            entries, and operates radio and vehicles as required

Driver/Radio Operator (E3, MOS 95B).     Operates the Provost
                                 Marshal's vehicle and radio.

eats with the DISCOM headquarters and headquarters company; one GS
platoon eats with the S&S company; the three DS platoons will mess
with the forward supply company when providing direct support to the
brigades.

circulation control and area security operations such as protection
of personnel, supplies, and facilities against espionage, theft,
observation, sabotage, or surprise attack; provide security forces to

        (1)   Functions.  Three platoon headquarters exercise
operational command and control over the squads in support of the
maneuver brigades. Support normally consists of EPW operations
and BCC as required.

        (1)  Functions.  The MP squads (DS) perform battlefield
circulation control and area security operations such as protection
of personnel, supplies, and facilities against espionage, theft,
observation, sabotage, or surprise attack; provide security forces to
guard the division main CP; and evacuate enemy prisoners of war
(EPWs) from the brigade to the EPW collection points. Each squad
