CHANGES IN OPERATIONAL CONCEPTS, OPERATIONAL REQUIREMENTS DOCUMENTS
(ORDs), AND RELATED BASIS OF ISSUE PLANS (BOIPs) DATA.  THE

1.  GENERAL.

    a.  References.

    b.  PURPOSE:  This draft TOE contains the CTOE for the
Headquarters and Headquarters Company Corps Signal Brigade (MSE).
The Headquarters and Headquarters Company will direct and coordinate
operation of the Corps Signal Brigade and direct the installation,
operation, and maintenance of the corps communications systems and
facilities required by the corps commander.  The HHC will advise the
corps commander on all aspects of corps communications and supervise
the employment of corps signal communications assets.  The HHC will
coordinate the integration of corps subordinate units and allied
services/forces with the total corps communications systems.

    c.  This TOE reflects approved doctrine and the latest
information concerning changes in operational concepts; Operational
Requirements Documents (ORD's), and related Basis of Issue Plans
(BOIPs) data.  The advantages are as follows:  concept changes are
incorporated; manpower and equipment requirements are updated; and
the applications of the CTOE development and documentation procedures
provide an outline of the unit's force modernization process.

        (1)  This version of the TOE has been prepared in accordance
with the provisions of current TOE development regulations and
guidance.

        (2)  All equipment readiness codes (ERCs) in this TOE have
been reviewed to ensure strict compliance with criteria in AR 220-1,
Unit Status Reporting.

        (3)  The unit MARC Code is 22A.  This is a combat support
unit that operates in the corps area with four (4) unit bases and
moves at least once every three (3) days.  The Signal Visual
Information Company, TOE 11413L200, will support commander decision
making at all levels from the Chairman of the Joint Chiefs of Staff
to brigade commanders.

2.  EMPLOYMENT. The Company Headquarters will be located in the
vicinity of the Corps Signal Brigade Headquarters.  The Corps
Aviation Battalion, TOE 01415A, will provide rotary wing aircraft
support of dispersed sites to include transportation, evacuation and
replacement of critical equipment, aerial messenger as required, and
operation/relay site reconnaissance as required.

3.  METHODS OF OPERATIONS AND FUNCTIONS.

    a.  PARAGRAPH 01, Command Section.

        (1)  The function of the Brigade Headquarters Section is to
provide personnel and facilities for command and control of brigade
operations and coordination of the brigade staff.  The brigade
commander is assisted by the deputy commander.  The Command Sergeant
Major is the principal NCO of the brigade, responsible to the Brigade
Commander as outlined in military occupation classification
regulations.  Other officer and enlisted personnel are identified in
Section II to accomplish specific functions.

actions within the brigade.  The officer in charge supervises
the administrative functions of the section and coordinates
administrative actions with higher, lower, and adjacent units.

plans for establishing communications systems.  Determines equipment

employment required to provide quality transmission over installed
systems.  Responds to frequency requests and maintains associated
records for brigade units; integrates allied, joint, and commercial
communications into the corps communications network.  Analyzes
traffic status reports, and maintains direct contact with the network
control branch, keeping it informed of current and future needs.

        (1)  Manages the brigade's COMSEC account and provides
logistical support for the control and distribution of internal
brigade and subordinate battalion COMSEC material.  Provides drop-

of record (CCOR).

    h.  PARAGRAPH 08, Corps Signal Office.

        (1)  Performs signal management functions to ensure adequate
communications are provided for the corps commander for command and
control of his force.  Advises the corps commander, his staff, and
subordinate commanders on signal and automation matters. Prepares
signal estimates, plans, and orders for the guidance and direction
of subordinate commanders and signal units.  Provides technical
supervision of signal activities within the command.  Manages all
operational and COMSEC matters.  Aids development of COMSEC
operational plans and policy.  The assistant signal officer
coordinates host nation and allied signal interface when needed.
Plans, organizes, and coordinates all tactical automation support to
the corps commanders system.  Integrates cartographic, automation and
required data transmission means to support automated C2 systems.
Provides technical direction for installation operation and
maintenance of data base and teleprocessing systems and software for
telecommunications/teleprocessing systems and assists the preparation
of the signal annex of the corps operation order.
