                          EXECUTIVE SUMMARY


1.  PURPOSE. The attached draft TOE are the new TOE's that implement
the decision to reorganize the Division Artillery MLRS Battalion,
Division XXI (TOE 06395F000.)  The initial battalion design was a
headquarters, headquarters and service battery (HSB), two MLRS
firing batteries of nine MLRS launchers each and a target acquisition
battery (TAB.)  The new design is a battalion with a HSB, three MLRS
firing batteries of six launchers each and a TAB.  The TOE's were
prepared in accordance with current TOE development regulations and
guidance.

    e.  Major changes.

        (1)  The major change in the design is the restructuring of
the battalion with three firing batteries of 6 launchers each.  To
implement the change, each subordinate battery was modified to some
extent.  An ammunition management section was added to the HSB to
provide the battalion headquarteres the capability to manage the
requisitioning, apportionment, storage and accountability of MLRS
munitions.  Also, the PADS Parties of the firing batteries were
consolidated in the HSB.  Each firing battery, in addition to losing
its PADS Party, was reorganized with two firing platoon rather than
three, six launchers rather than nine and two ammunition sections
rather than three. In the TAB, a Target Acquisition Platoon
Headquarters replaced both the Survey and Radar Platoon Headquarters,
and the Survey Section was deleted.  To maintain a survey capability,
a PADS Survey Party (2 personnel) was documented in the Target
Acquisitiion Platoon Headquarters.  To facilitate the conversion of
the other divisional MLRS battalions to the 3x6 design, the TAB and
the Division Artillery (DivArty)Headquarters, Headquarters Battery
(HHB) were restructured by transferring the two meteorological
sections of the TAB to the DivArty HHB and transferring the target
processing element from the DivArty HHB to the TAB.

       (2)  The MLRS firing battery TOE is common to this battalion
and the corps artillery MLRS battalion.  TOE 06467A000 will be used
for the MLRS firing battery in both 06395F000 and 06465A000.

       (3) The current standards of grade (SG), manpower requirements
criteria (MARC) and basis of issue plans (BOIP) were used in the
documentation of these TOE's.


2.  MISSION/CAPABILITIES/SECTION I.

    a.  The Field Artillery Battalion (MLRS) (TOE 06395F000)
provides Field Artillery rocket fires in support of the division,
target acquisition by means of weapons location radar, and
registration and adjustment of friendly artillery fires using radar
techniques.

    b.  The Headquarters, Headquarters and Service Battery (TOE
06396F000) provides command, control, and administrative super-
vision and service support for organic and attached units;
procures, distributes, administers and coordinates supply trans-
actions for all classes of supply; and provides scheduled and
backup maintenance for the batteries.

    c.  The Field Artillery Battery (MLRS) (TOE 06397F000)
destroys, neutralizes or supresses the enemy by medium range
rocket fire.

    d.  The Target Acquisition Battery (TOE 06399F000) provides
general target acquisition through its counter-battery and counter-
mortar radars and registration and adjustment of friendly field
artillery fires by radar techniques.

    e.  See TOE Section I's for a complete list of capabilities and
limitations of this organization and its subordinate units.

3.  ASSIGNMENT.

    a.  The Field Artillery Battalion (MLRS), TOE 06395F000, is
organic to the division artillery of the heavy division.

    b.  The Headquarters, Headquarters and Service Battery, TOE
06396F000, is organic to the Field Artillery Battalion (MLRS), TOE
06395F000.

    c.  The Field Artillery Battery (MLRS), TOE 06467A000 is
organic to the Field Artillery Battalion (MLRS), TOE 06395F000.

    d.  The Target Acquisitioin Battery, TOE 06399F000, is organic
to the Field Artillery Battalion (MLRS), TOE 06395F000.

4.  PERSONNEL.

    a.  This is a new TOE with a URS that establishes the personnel
requirements.  For comparision purposes this EXSUM compares the
3x6 "F" TOE's to the initail design (2x9 "F") TOE's.

The increase of personnel in the MLRS firing battery is due to the
addition of the third firing battery in the 3x6 organizatin.  In
the 2x9 "F" battalion there were only two firing batteries. The
reduction of 2 personnel spaces in the individual firing batteries
resulted from the reorganization.

The TAB reduction of personnel results from the reorganization of
the battery and the new MARC.  The Radar and Survey Platoon
Headquarters sections were replaced by a Target Acquisition Platoon
Headquarters with a PADS Survey Party and the Survey Section was
deleted (-7 personnel.)  The transfer of the two met stations (-12)
and the target processing element (+5) resulted in a net loss of 7
personnel.  MARC computations deleted a cook and a mechanic.

    b.  MARC Deviations.  NONE.

    c.  Detailed rationale for doctrinal personnel requirements is
in the accompanying TOE Analysis--Narrative Discussion.

    d.  The force impact of TOE 06395F000 is an increase of 32
officers, 7 warrant officers and 194 NCOs.

    e.  All TOE document the minimum essential personnel require-
ments for accomplishing the wartime mission.  The risk resulting
from decrements is that there will be a corresponding reduction of
overall efficiency which will impact on effectiveness.  Each command
will absorb decrements based on conditions existing at the time.

5.  EQUIPMENT.

    a.  Equipment reflected in this TOE represents the minimum
essential wartime requirements.

    b.  The MLRS is a new Field Artillery weapons system and does
not replace any existing systems.  Several equipment items that are
essential to MLRS operations and documented as base items are
considered mod items for other artillery TOE.  These include
automated fire control systems with associated communications
equipment, HEMTT vehicles required for ammunition resupply, HEMTT
vehicle recovery and refueling, and PADS survey equipment as the
conventional survey cannot support MLRS dispersion and mobility.
Other than those items essential to MLRS operations, all mod items
are documented in the mod path.

    c. With minor exceptions, the radios are documented in
accordance with the current operations facility (OPFAC rules).
The addition of the ammunition management section and some radio
changes in selected sections resulted in several radios being
documented with remark 598.  The FA School is submitting changes
to OPFAC to support these radios.
