                        EXECUTIVE SUMMARY


1.  PURPOSE. The attached documentation represents the changes that
have occurred as a result of the conversion of the L-edition TOE
to the F-edition Force XXI TOE.  As part of the Force XXI
development process, this TOE has been updated to reflect current
doctrine and operational concepts, to apply current OPFAC rules,
to demodernize the base TOE and to include the latest BOIP in the
objective TOE.  This F-edition table was created as an aid in
reviewing all the changes that were made as a result of cyclic
review.

    e.  Major Changes. As part of the Force XXI development process,
this DTOE has been updated to reflect current standards of grade
(SG), manpower requirements criteria (MARC), basis-of-issue plans
(BOIP), and doctrine.  The following structural changes have been
applied: The Engineer Bde HQ has been removed, all maintenance,
food service, transportation, medical personnel and related
equipment were integrated into FSB at the Division.


2.  MISSION/CAPABILITIES/SECTION I.

    a.  Provides command and control, staff planning and supervision
Engineer Battalion.

    b.  See TOE Section 1 for a complete list of capabilities and
limitations of this organization and it subordinate units.


3.  ASSIGNMENT.  ASSIGNED ONE PER GROUND MANEUVER BRIGADE IN
THE HEAVY DIVISION.


4.  PERSONNEL.

    a.  Differences between design and documented OTOE requirements
where the design OTOE equals the unit strength CAP.

    c.  Detailed rationale for doctrinal personnel requirements is in
the accompanying TOE Analysis--Narrative Discussion.


    d.  The net Officer/Warrant/NCO force impact of the loses
as a result of this TOE review is 17 Officers, 4 Warrant Officer
and 154 NCOs. Loss numbers are based on three battalions per
Heavy Division.


    e.  The risk resulting from decrements is unknown until final
testing of the TOE is completed.

    a.  Equipment reflected in this TOE represents the minimal
essential wartime requirements.

6.  COST.


    a.  Cost Analysis Summaries for each Objective TOE are provided
below.


    b.  Force structure information for each TOE is based on current
Force XXI design and E-Date 9804.


    c.  HQDA approved commodity consumption rates were used in the
development of these TOEs and are reflected in the Cost Analysis
Summaries.


    d.  The difference in cost are primarily because the Bde HQ
was removal, all maintenance (except organic communication equipment)
transportation, refueling personnel, medical personnel, and related
equipment requirements.  A review of the MARC application also
reduced the number of personnel.

1. MISSION.  TO PROVIDE MOBILITY, COUNTERMOBILITY, AND LIMITED
SURVIVABILITY SUPPORT TO THE HEAVY DIVISIONS AND TO FIGHT AS
INFANTRY WHEN REQUIRED.

2. ASSIGMENT. ONE BATTALION PER GROUND MANEUVER BRIGADE IN THE
HEAVY DIVISION.

3. CAPABILITIES.

        A. AT LEVEL 1, THIS UNIT:

                (1) PROVIDES ADVICE TO BRIGADE COMMANDER AND STAFF,
ALL BRIGADE ELEMENT COMMANDERS AND STAFFS ON ENGINEER UNIT
CAPABILITIES, ENGINEER UTILIZATION IN BRIGADE PLANS, AND COMBAT
ENGINEERING IMPACTS ON BRIGADE OPERATIONS.

                (2) PLANS, COORDINATES, AND SUPERVISES STAFF
ACTIVITIES OF ASSIGNED, ATTACHED, AND SUPPORTING ENGINEER UNITS
ENGAGED IN MOBILITY, COUNTERMOBILITY, AND SURVIVABILITY FUNCTIONS.

                (3) PERFORMS LIMITED EXPEDIENT REPAIR OF ESSENTIAL
COMBAT TRAILS, BRIDGES, FORDS, AND ROADS IN THE BRIGADE AREA. MUST
BE AUGMENTED FROM CORPS ORGANIZATIONS TO COMPLETE THESE TASKS.

                (4) PROVIDES, EMPLACES, AND MAINTAINS ASSAULT
BRIDGES TO SPAN TWELVE 24 METER GAPS SIMULTANEOUSLY.

                (5) PROVIDES ENGINEER SUPPORT FOR THE EMPLACEMENT
AND CONSTRUCTION OF OBSTACLES AND SURVIVABILITY POSITIONS WITH
AUGMENTATION FROM CORPS.

                (6) SUPPORTS COMBINED ARMS OBSTACLE BREACHING
OPERATIONS AND ASSISTS THE MANEUVER FORCES IN ASSAULTING OF
FORTIFIED POSITIONS.

                (7) PROVIDES TECHNICAL ADVICE, ASSISTANCE, AND
TRAINING IN MINE WARFARE, FIELD FORTIFICATIONS, CAMOUFLAGE,
DEMOLITIONS, AND ENGINEER RECONNAISSANCE.

                (8) PROVIDES ADVICE TO MANEUVER COMMANDERS ON
EMPLOYMENT OF ALL SCATTERABLE MINES AND INTEGRATES THEIR USE
IN ALL OPERATIONS.

                (9) PROVIDES ENGINEER INFORMATION AND PROCESSES
ENGINEER INTELLIGENCE.

                (10) WHEN REQUIRED FIGHTS AS INFANTRY, IAW CHAPTER
6, FM 5-100, ENGINEER OPERATIONS.

                (11) PROVIDES RELIGIOUS AND MEDIC SUPPORT TO
ASSIGNED UNITS.

        B. THE COLUMNS UNDER LEVELS 2 AND 3 ADAPT THIS TABLE FOR
REDUCED OPERATIONAL CAPABILITIES IN DECREMENTS OF 10% FROM
APROXIMATELY 90% FOR LEVEL 2 TO APPROXIMATELY 80% FOR LEVEL 3.

        C. THIS UNIT IS NOT ADAPTABLE TO A TYPE B ORGANIZATION.

        D. THE COLUMNS DESIGNED BY LEVEL 1 THROUGH 3 ARE DESIGNED
TO RELATE TO THE CATEGORIES ESTABLISHED BY AR 220-1, UNIT STATION
REPORTING

        E. INDIVIDUALS OF THIS ORGANIZATION, EXCEPT THE CHAPLAIN,
CAN ASSIST IN THE COORDINATED DEFENSE OF THE UNIT'S AREA OR
INSTALLATION.


        F. THIS UNIT DEPENDS ON:

                (1).   THIS UNIT DEPENDS ON APPROPRIATE ELEMENTS
OF THE DIVISION OR CORPS FOR ALL UNIT MAINTENANCE ON ALL ORGANIC
EQUIPMENT, FOOD SERVICE, LEGAL, HEALTH SERVICE SUPPORT, FINANCE,
PERSONNEL AND ADMINISTRATIVE SERVICES.

TOE 05435L300. PROVIDES ADDITIONAL COMBAT ENGINEERS TO SUPPORT THE
ENGINEER DIVISIONAL BATTALIONS IN MOBILITY, COUNTERMOBILITY,
SURVIVABILITY, AND SUSTAINMENT ENGINEERING.

                (3) ENGINEER COMBAT BATTALION, CORPS WHEEL TOE
05425L000. PROVIDES ADDITIONAL COMBAT ENGINEERS TO SUPPORT THE
ENGINEER DIVISIONAL BATTALIONS WITH MOBILITY OPERATIONS FORWARD
OF THE BRIGADE SUPPORT AREAS TO MAINTAIN SUPPLY ROUTES, TATICAL
ROUTES, AND COMBAT TRAILS. CONSTRUCTS TACTICIAL OBSTACLES AND
DEFENSIVE POSITIONS AND PROVIDES ADDITIONAL SUPPORT IN RIVER
CROSSING OPERATIONS.

                (4) ENGINEER COMBAT BATTALION, HEAVY, TOE 05415L000.
PROVIDES HORIZTONAL AND VERTICAL ENGINEER CAPABILITIES IN SUPPORT TO
THE DIVISION IN AREAS OF ROAD CONSTRUCTION, AIRFIELDS, HELIPADS,
FIXED BRIDGING, CHEMICAL, CONSTRUCTION OF LOGICIAL SUPPORT BASES,
FARPS, AND UAV AIRFIELDS.

                (5) ENGINEER COMBAT SUPPORT EQUIPMENT COMPANY,
TOE 05423L000. PROVIDES SIGNIFICANT EARTHMOVING EQUIPMENT TO THE
ENGINEER CORPS COMBAT BATTALIONS (MECHANIZED AND WHEEL) FOR
SURVIVABILITY MISSIONS IN THE FORWARD BRIGADE AREAS AND HORIZTONAL
MISSIONS ASSOCIATED WITH MAJOR SUPPLY ROUTES AND COMBAT TRAILS.

                (6) ENGINEER MULTIROLE BRIGADE COMPANY, TOE
05473L000. PROVIDES PERSONNEL AND EQUIPMENT TO TRANSPORT, ASSEMBLY,
DISSAMBLE, RETRIEVE, AND MAINTAINS ALL STANDARD U.S. ARMY BRIDGING
SYSTEMS.

4. BASIC OF ALLOCATION: ONE PER GROUND MANEUVER BRIGADE IN THE
HEAVY DIVISION.

5.  CATEGORY, THIS UNIT IS DESIGNATED A CATEGORY 1 UNIT.
