1.  PURPOSE. This Table of Organization and Equipment (TOE) revises
the current L-edition of the Airborne/Air Assault Division Chemical
Company, applies concept changes, updates manpower requirements, and
applies current documentation procedures.

    e.  Major Changes.

        (1) Decreases maintenance personnel by two positions based
on new MARC factors developed since last update of TOE. (BASE
TOE)

        (2) Restructure NBC Center to standardize with other
centers, and increase personnel by 1 position for same reason
and IAW AR 570-2. (BASE & OBJECTIVE TOE)

        (3) Net result of personnel changes is decrease of one
position in base toe and no change in objective.

2.  MISSION/CAPABILITIES/SECTION I.

    a.  Provides nuclear, biological, and chemical (NBC) staff
support, detailed equipment decon and/or smoke support to an
Airborne/AA Division.

    b.  See TOE Section 1(s) for a complete list of capabilities and
limitations of this organization and its subordinate units.


3.  ASSIGNMENT.  Organic to the Airborne/Air Assault Divisions, TOE
57000L000 and 67000L000.


4.  PERSONNEL.

    a.  Differences between design and documented OTOE requirements
where the design OTOE equals the unit strength CAP.

    b.  Force structure information for each TOE is based on current
M-Force and E-Date _19961023_.

    c.  HQDA approved commodity consumption rates were used in the
development of these TOEs and are reflected in the  Cost Analysis
Summaries.

    d.  The difference in cost are primarily due to the application
of current documentation standards, resulting in personnel and
equipment changes. (Net personnel totals remained unchanged.)

  DESIGNATION:  ----- CHEMICAL COMPANY (SMOKE/DECON)
   1.  MISSION.  TO PROVIDE NUCLEAR, BIOLOGICAL, AND CHEMICAL
   (NBC) STAFF SUPPORT;  DETAILED EQUIPMENT DECONTAMINATION,
   AND/OR SMOKE SUPPORT TO AN ABN/AA DIVISION.

   2.  ASSIGNMENT.  ORGANIC TO THE AIRBORNE/AIR ASSAULT
   DIVISIONS, TOES 57000L000 AND 67000L000.

   3.  CAPABILITIES.  A.  AT LEVEL 1, THIS UNIT:

       (1)  PROVIDES NBC STAFF SUPPORT TO ABN/AA DIVISION.

       (2)  OPERATES UP TO SIX EQUIPMENT DECONTAMINATION
   SITES (EDS), EACH CAPABLE OF DECONTAMINATING UP TO FOUR
   TACTICAL VEHICLES PER HOUR.

       (3)  PROVIDES SMOKE HAZE OF UP TO 6 KILOMETERS IN
   WIDTH AND SEVERAL KILOMETERS IN DEPTH, DEPENDING ON THE
   WEATHER CONDITIONS.

       (4)  INDIVIDUAL PLATOONS ARE NOT CAPABLE OF PERFORMING
   SIMULTANEOUS SMOKE AND DECONTAMINATION OPERATIONS.
   HOWEVER, THE COMPANY CAN BE TAILORED TO RESPOND TO NEEDS
   FOR BOTH SMOKE AND DECONTAMINATION SUPPORT.

       B.  THE COLUMNS UNDER LEVELS 2 AND 3 ADAPT THIS TABLE
   FOR REDUCED OPERATIONAL CAPABILITIES IN DECREMENTS OF 10%,
   FROM APPROXIMATELY 90% FOR LEVEL 2 TO APPROXIMATELY 80%
   FOR LEVEL 3.

       C.  THIS UNIT IS NOT ADAPTABLE TO TYPE B ORGANIZATION.

       D.  THE COLUMNS DESIGNATED BY LEVEL 1 THROUGH 3 ARE
   DESIGNED TO RELATE TO THE CATEGORIES ESTABLISHED IN AR
   220-1, UNIT STATUS REPORTING.

       E.  INDIVIDUALS OF THIS ORGANIZATION CAN ASSIST IN
   COORDINATED DEFENSE OF THE UNIT'S AREA OR INSTALLATION.

       (1)  THE SUPPORTED UNIT FOR TEN ADDITIONAL PERSONNEL
   TO AUGMENT EACH EQUIPMENT DECONTAMINATION SITE.

       (2)  THE APPROPRIATE ELEMENTS OF DIVISION OR CORPS FOR
   COMBAT HEALTH SUPPORT, RELIGIOUS, LEGAL, LOGISTICAL, FOOD
   SERVICE, FINANCIAL, AND PERSONNEL AND ADMINISTRATIVE
   SERVICES.

   4.  BASIS OF ALLOCATION.  ONE PER AIRBORNE DIVISION, TOE
   57000L000, AND AIR ASSAULT DIVISION, TOE 67000L000.

   5.  CATEGORY.  THIS UNIT IS DESIGNATED A CATEGORY II UNIT.

   6.  MOBILITY.  A.  THIS UNIT IS CAPABLE OF TRANSPORTING
   325,600 POUNDS (18,076 CUBIC FEET) OF TOE EQUIPMENT WITH
   ORGANIC VEHICLES.

       B.  THIS UNIT HAS 80,351 POUNDS (6195 CUBIC FEET) OF
   TOE EQUIPMENT REQUIRING TRANSPORTATION.

        (1)  Cyclic Review to incorporate changes in equipment and

        (2)  This version of the TOE has been prepared in accordance
with the provisions of current TOE development regulations and
guidance.

        (3)  All equipment readiness codes (ERCs) in this TOE have
been reviewed to ensure strict compliance with criteria in AR 220-1,
Unit Status Reporting.  They also have been reviewed to ensure they
are aligned at the paragraph level of detail.

        (4)  The unit MARC Code is 21A.  This is a Combat Support
unit that operates in the Division area.  It is considered a mobile
unit and moves frequently.

2.  EMPLOYMENT. The Chemical Company, Smoke/Decon, provides smoke and
equipment decontamination support to elements operating in the
division area.  The Division Chemical Officer retains operational
control of the company. A smoke/decon platoon is generally employed
in support of a battalion-size unit.

3.  METHODS OF OPERATIONS AND FUNCTIONS.

    a.  PARAGRAPH 01 Division Chemical Section

        (1)  Functions.  Functions include command, control, and
mission support. The company may establish up to eight equipment
decontamination sited, each capable of decontaminating up to six
tactical vehicles per hour, or may provide smoke haze up to eight
kilometers in overall width, and several kilometers in depth.
Individual platoons are not capable of performing simultaneous smoke
and decon operations.

        (2)  Personnel requirements not covered by regulatory

nucleus of a smoke line or Detailed Equipment Decontamination (DED)
site. May establish up to eight equipment decontamination sited, each
capable of decontaminating up to six tactical vehicles per hour, or
may provide smoke haze up to eight kilometers in overall width, and
several kilometers in depth. Individual platoons are not capable of
performing simultaneous smoke and decon operations.

                (a) Squad Leader. Directs and supervises the overall
operations of the squad.

                (b) Chemical Operations NCO. Supervises and directs
individual elements of the squad. Reports to the squad leader.

                (c) Chemical Operations Specialists (8 per squad).
Performs smoke and decon operations. The squad can, when not
performing smoke operations, operate one DED line capable of
decontaminating approximately six vehicles per hour.
