(4) UNIT LEVEL PERSONNEL SERVICE SUPPORT, INCLUDING PERSONNEL, ADMINISTRATIVE, LEGAL, HEALTH, AND RELIGIOUS SERVICES, FOR ALL ORGANIC OR ATTACHED UNITS.
