review for the Headquarters, Department of the Army (HQDA)
approval. This draft DTOE package includes and executive
summary that outlines the operational function of each DTOE
and discusses personnel and major items of equipment.

    e.  Major Changes:  As part of this review, these
TOE have been updated to reflect approved doctrine and the
latest information concerning changes in operational concepts,
operational requirements documents (ORDs), and related
basis-of-issue plans (BOIPs) data.  Increases in personnel are
a result of MARC applications.

2.  MISSION/CAPABILITIES/SECTION I.

        a.  Provides command and control aircraft support assets
for the Armor or Infantry (Mechanized) Division.

        b.   Provides combat electronic warfare intelligence
(CEWI) assets for the Armor or Infantry (Mechanized) Division.

        c.  Accepts operational control of additional air and
ground maneuver units.

3.  ASSIGNMENT.  Organic to the Aviation Brigade, TOE 01300A000,
Armor and Infantry (Mechanized) Division.

4.  PERSONNEL.

    a.  Personnel strength for this unit is as follows.

    b.  MARC Deviations:  MARC authorizes a Company NBC NCO and
driver for the commander in each company.  These positions will
not be used in all units due to their small size.  Full MARC
for 77Fs was not applied leaving the documentation levels at the
previous MARC totals pending a decision by Director of Force
Management.  Additional MARC deviations are documented below:

6.  COST.

           a.  Cost Analysis Summary for the OTOE is provided
below.

           b.  Force structure information for each TOE is
based on current M-Force and E-Date 9810.

           c.  HQDA approved commodity consumption rates were
used in the development of these TOEs and are reflected in the
Cost Analysis Summaries.

           d.  The difference in cost is primarily due to the
modernization of equipment from the BTOE to the OTOE and
application of current MARC.

7.  COST ANALYSIS SUMMARIES.  The cost analysis of 01305A000
is at enclosure 1.  A comparison of the BTOE and OTOE shows the
difference in cost is due to modernization equipment.

2.  ASSIGNMENT.  ORGANIC TO THE AVIATION BRIGADE, TOE 01300A,
ARMOR AND MECHANIZED DIVISION.

3.  CAPABILITIES.

    A.  AT LEVEL 1, THIS UNIT PROVIDES

        (1) COMMAND AND CONTROL AIRCRAFT.

        (2) AIRCRAFT FOR AIR MOVEMENT OF TROOPS, SUPPLIES,
AND  EQUIPMENT.

        (3) COMBAT ELECTRONIC WARFARE INTELLIGENCE (CEWI)
AIRCRAFT TO SUPPORT DIVISION OPERATIONS.

        (4) TARGET ACQUISITION AIRCRAFT TO SUPPORT DIVISION
OPERATIONS.

        (5) CONTINUOUS DAY AND NIGHT AVIATION OPERATIONS
DURING VISUAL AND MARGINAL WEATHER CONDITIONS AND LIMITED
AVIATION OPERATIONS DURING INSTRUMENT WEATHER CONDITIONS.

        (6) UNIT LEVEL PERSONNEL SERVICE SUPPORT, INCLUDING
PERSONNEL, ADMINISTRATIVE, LEGAL, HEALTH, AND RELIGIOUS
SERVICES, FOR ALL ORGANIC OR ATTACHED UNITS.

        (7) UNIT LEVEL LOGISTICAL SUPPORT, INCLUDING SUPPLY,
AUTOMOTIVE AND COMMUNICATIONS MAINTENANCE, AVIATION UNIT
MAINTENANCE (AVUM), AND FOOD SERVICE, FOR ALL ORGANIC OR
ATTACHED UNITS.

    B.  THE COLUMNS UNDER LEVELS 2 AND 3 ADAPT THIS TABLE
FOR REDUCED OPERATIONAL CAPABILITIES IN DECREMENTS OF 10%,
FROM APPROXIMATELY 90% FOR LEVEL 2 TO APPROXIMATELY 80%

MEDICAL, COMMUNICATIONS SECURITY (COMSEC), AND ELECTRONIC
WARFARE/INTERCEPT EQUIPMENT ITEMS.

    G.  THIS UNIT IS DEPENDENT UPON

        (1) APPROPRIATE UNITS OF THE DIVISION AND ECHELONS
ABOVE DIVISION FOR LEGAL, RELIGIOUS, FINANCE, PERSONNEL, AND
ADMINISTRATIVE SERVICES; SUPPLEMENTAL TRANSPORTATION; AND
AVIATION INTERMEDIATE MAINTENANCE (AVIM).
