                        EXECUTIVE SUMMARY

1.  PURPOSE.  This package summarizes the results of a cyclic review
for the Headquarters, Department of the Army (HQDA) approval of the
Aviation Restructure Initiative (ARI) Assault Battalion (UH-60)
A-edition table of organization and equipment (TOE).  The ARI
reorganizes all U.S. Army aviation units with the goal of reducing
the number of older aircraft from the fleet and document
unconstrained manpower requirements in all organizations.  This draft
TOE (DTOE) package includes an executive summary and narrative
discussions that outline operational function of each DTOE and
discusses personnel and major items of equipment.

    E.  Major Changes.  As part of the cyclic review process, these
DTOE reflect current standards of grade (SG), manpower criteria
(MARC), basis-of-issue plans (BOIPs), and doctrine.  Increase in
personnel due to increase in fuel trucks and drivers in the HHC Class
III section.

2.  MISSION/CAPABILITIES/SECTION I.

    a.  Performs air assault and air movement operations.

    b.  Performs aviation unit maintenance on assigned aircraft
to include avionics systems and performs unit-level maintenance
on organic equipment.

    c.  See the appropriate TOE Section I for a complete list of
capabilities and limitations of these units.

3.  ASSIGNMENT.  Organic to the Aviation Brigade, TOE 01200A, Air
Assault Division.

allows a Company NBC NCO and driver for the commander in each
company.  These positions will not be used in all units due to
their small size.  Also, full MARC allowances for UH-60 Technical
Inspectors are considered excessive and are not used.

    c.  The difference in cost is primarily due to the addition of
fuel trucks and drivers in the HHC Class III section and the
application of current doctrine, SG, BOIPs, and unconstrained MARC.

    A.  AT LEVEL 1, THIS UNIT PROVIDES:

        (1)  AIRLIFT FOR TWO INFANTRY RIFLE COMPANIES IN A
SINGLE LIFT WHEN AT LEAST 80 PERCENT OF THE ORGANIC ASSAULT
AIRCRAFT ARE AVAILABLE FOR FLIGHT.

        (2)  AIR MOVEMENT OF TROOPS, SUPPLIES, AND EQUIPMENT.

        (3) UH-60 AIRCRAFT FOR AUGMENTATIVE AEROMEDICAL
EVACUATION WHEN MEDICAL AIRCRAFT ARE INADEQUATE OR NOT READILY
AVAILABLE.

        (4) UH-60 AIRCRAFT FOR AUGMENTATIVE EVACUATION OF
DOWNED AIRCRAFT WHEN REQUIRED BY METT-T OR THE NONAVAILABILITY
OF LOGISTICS SUPPORT AIRCRAFT.

        (5) CONTINUOUS DAY AND NIGHT OPERATIONS DURING VISUAL
AND MARGINAL WEATHER CONDITIONS AND LIMITED OPERATIONS DURING
INSTRUMENT WEATHER CONDITIONS.

        (6) UNIT LEVEL PERSONNEL SERVICE SUPPORT, INCLUDING
PERSONNEL, ADMINISTRATIVE, LEGAL, HEALTH, AND RELIGIOUS
SERVICES, FOR ALL ORGANIC OR ATTACHED UNITS.

        (7) UNIT LEVEL LOGISTICAL SUPPORT, INCLUDING SUPPLY,
AUTOMOTIVE AND COMMUNICATIONS MAINTENANCE, AND FOOD SERVICE
FOR ALL ORGANIC OR ATTACHED UNITS.

        (8) AVIATION UNIT MAINTENANCE (AVUM) FOR ALL ORGANIC
AIRCRAFT.

    B.  THE COLUMNS UNDER LEVELS 2 AND 3 ADAPT THIS TABLE
FOR REDUCED OPERATIONAL CAPABILITIES IN DECREMENTS OF 10%,
FROM APPROXIMATELY 90% FOR LEVEL 2 TO APPROXIMATELY 80% FOR
