                        EXECUTIVE SUMMARY

1. PURPOSE. This package summarizes the results of a cyclic review
for the Headquarters, Department of the Army (HQDA) approval of the
Aviation Restructure Initiative (ARI) Attack Battalion (AH-1)
A-edition table of organization and equipment (TOE). The ARI
reorganizes all U.S. Army aviation units with the goal of reducing
the number of older aircraft from the fleet and documenting
unconstrained MARC manpower requirements in all organizations.
This draft TOE (DTOE) package includes an executive summary and
narrative discussions that outline operational function of each DTOE
and discusses personnel and major items of equipment.

these DTOE reflect current standards of grade (SG), manpower criteria
(MARC), basis-of-issue plans (BOIPS), and doctrine.

2. MISSION/CAPABILITIES/SECTION I.

    a. Provides command, control, supervision, and planning of
operations for the Attack Battalion.

    b. Provides attack helicopter elements for rapid employment
as a part of the combined arms force.

    c. Provides aerial escort and suppressive fires for air
assault or other tactical operations, mobile firepower to exploit
the effects of artillery and other indirect fire, or highly
mobile aerial firepower for other tactical missions.

    d. Provides unit level personnel service and logistical
support for all organic or attached units, including aviation
unit maintenance for all organic aircraft.

    e. See the appropriate TOE Section I for a complete list of
capabilities and limitations of these units.

3. ASSIGNMENT. Organic to the Division Aviation Brigade, TOE

    c. Detailed rationale for doctrinal personnel requirements
is in the accompanying TOE Analysis--Narrative Discussion.

    d. The net officer/noncommissioned officer (NCO) force impact of
this TOE is zero for officers and a increase of four (4) NCOs.

    e. The risk resulting from decrements is negligible.

6. COST.

    a. Cost Analysis Summary for the OTOE is provided in
paragraph 7 below.

    b. Force structure information for each TOE is based on
current M-Force and E-Date 971001.

    c. The differences in cost is primarly due to the reduction of
MOS 68J armament personnel in the AVUM Co and the addition of current
unconstrained MARC, SG, BOIPs and doctrine.
