                        EXECUTIVE SUMMARY

1. PURPOSE. This package summarizes the results of a cyclic review
for the Headquarters, Department of the Army (HQDA) approval of the
Air Reconnaissance Troop A-edition table of organization and
equipment (TOE). This draft TOE (DTOE) package includes an executive
summary and narrative discussions that outlines the operational
function of each DTOE and discusses personnel and major items of
equipment.

    a. New TOE: No. Projected E-Date: N/A

    b. Cyclic Review: Yes. Current E-Date: 951001

    c. Authority:

           (1) ARSTRUC: No Date: N/A STR CAP: N/A

           (2) CSA FDU: No Date: N/A STR CAP: N/A

           (3) AR 71-31: No CTU Date: 9704

    d. This package pertains to the following:

               TOE MLTPR TITLE
           01167A100 2 Air Reconnaissance Troop(AH-1)
           01167A200 2 Air Reconnaissance Troop(OH-58D)

    e. Major Changes. As part of the cyclic review process, these
DTOE reflect current standards of grade (SG), manpower requirements
criteria (MARC), basis-of-sissue plans (BOIPs), and doctrine. This
cyclic review primarily captures modernization of the units.

           2. MISSION/CAPABILITIES/SECTION I.

    a. Mission: Conducts aerial reconnaissance, surveillance, and
screening operations for the Cavalry Squadron.

    b. Capabilities:

           (1) Conducts route, zone, and area reconnaissance of the
corps or division area of operations.

           (2) Conducts screening operations to provide early
warning, early reaction time, and maneuver space for elements of the
corps and division.

           (3) Provides reconnaissance, surveillance, and security
of lines of communication to enhance command and control.

           (4) Provides target acquisition for field artillery,
naval gunfire, attack helicopters, and air assets.

           (5) Provides forces for guard and cover operations
when task organized with additional combat and combat support
elements.

3. ASSIGNMENT. Organic to the Calvary Squadron, TOE 17185L.

4. PERSONNEL.

        a. Personnel strengths for these units are as follows:

               TOE DESIGN DOCUMENTED DIFFERENCE
            01167A100 27 27 0
            01167A200 27 27 0

        b. Manpower Requirements Criteria (MARC) Deviations. Due
to the relatively small size of the air reconnaissance troop, the
NBC NCO and commander's vehicle driver are not included in these TOE.

        c. Detailed rationale for doctrinal personnel requirements
is in the accompanying TOE Analysis--Narrative Discussion.

        d. The net officer/noncommissioned officer (NCO) force
impact of this TOE is zero.

        e. The risk resulting from decrements is negligible.

5. EQUIPMENT.

        a. The following items of modernization equipment were
approved by HQDA for inclusion in the BTOE and have been applied:

  BOIP LIN NOMENCLATURE AUTHORITY

  H003AA H29762 Attack Helicopter, AH-1P N/A

  H005AA K29694 Attack Helicopter, AH-1S N/A

  H006AA H44712 Attack Helicopter, AH-1E N/A

     b. Major items of equipment in each TOE are:

           (1) AR 71-13 (4) AR 570-2 (7) AR 611-201

        b. Purpose and authority for the preparation and revisions of
Tables of Organization and Equipment (TOE).

        (1) Cyclic review in accordance with AR 71-31.

        (2) This review and revision incorporates concept changes,
updates manpower requirements criteria (MARC), and applies
incremental TOE development procedures.

           (3) This version of the TOE has been prepared in
accordance with the provisions of current TOE development regulations
and guidance.

        (4) All Equipment Readiness Codes in these TOE have been
reviewed to ensure strict compliance with criteria in AR 220-1, Unit
Status Reporting. They also have been reviewed to ensure they are
aligned at the paragraph level of detail.

        (5) The unit MARC Code is 11A. This is a combat unit that
operates in the division area. It is mobile and moves.

2. EMPLOYMENT.

    a. This unit will be assigned to a light infantry division
cavalry squadron. It is normally employed to perform reconnaissance
and security operations, providing the division an aerial capability
for collecting information on enemy resources and activities, and
providing early warning of the enemy's movements. It also can conduct
raids, perform air combat operations, and provide aerial platforms
for command, control, and communications.

    b. The air reconnaissance troop may be employed as an integral
unit or as two or more elements dedicated to specific missions. The
aircraft serve primarily as reconnaissance vehicles; however, when
necessary, the aircraft can destroy or fix bypassed enemy forces and
deny the enemy key terrain.

    c. With the exception of the limited aviation unit maintenance
(AVUM) provided by the assigned crew chiefs with basic tool kits,
the unit is dependent on other units for all logistical and personnel
support services. Accordingly, it has little or no capability for
independent operations away from the parent squadron. It also
locates near or with the squadron HHT.

    c. This TOE does not include provisions which would restrict its
application to a single geographical area.

3. METHODS OF OPERATIONS AND FUNCTION.

GENERAL REMARK. The only personnel requirements listed in this
paragraph are those not covered by criteria and measurable man-power
authorization standards contained in AR 570-2 or automated analysis
related to AR 570-2.

    a. Paragraph 01, Company Headquarters.
